Chair Thomas Huntley called to order the thirty-seventh meeting of the Health Care and Human Services Finance Division at 8:34 a.m. on Thursday, April 30, 2009, in Room 500N of the State Office Building. A quorum was not present.

HF 1988 (Murphy) - Managed care plan and county-based purchasing plan provider reimbursement rate information report required.

Representative Murphy explained her bill. Testifying to the bill was Dave Renner, Minnesota Medical Association.
Discussion followed.

At 8:48 a.m. a quorum was present and the Chair formally called the meeting to order. The committee legislative assistant noted the roll:

Representative Murphy, E. moved HF 1988 be recommended to pass and rereferred to the Committee on Finance, and further moved adoption of the H1988DE2 amendment. Discussion occurred and testifying to the bill were:

Kathryn Kmit, Minnesota Council of Health Plans
Dannette Coleman, Vice President, Public Policy and Government Relations, Medica
Karen Peed, Director, Managed Care Purchasing & Payment Policy, Department of Human Services

Following testimony, the motion prevailed. The H1988DE2 amendment was adopted. There being no further discussion, Representative Murphy renewed her motion that HF 1988, as amended, be recommended to pass and rereferred to the Committee on Finance. The motion prevailed.

HF 1865 (Gottwalt) - MinnesotaCare service provision modified, healthy Minnesota plan requirements established, and healthy Minnesota accounts established for MinnesotaCare enrollees. Discussion only on the bill and the H1865DE1-1 amendment.

Representative Gottwalt explained the delete-everything amendment. Testifying to the amendment was:

John Tyler, Legislative Committee, Minnesota Association of Health Underwriters (MAHU)

Discussion followed and at 9:24 a.m. the committee recessed to the Call of the Chair and did not reconvene to adjourn.

HF2312 (Huntley) Federal incentive payments issuance required, temporary rate increase provided for certain hospitals, voluntary intergovernmental transfer payments authorized, medical assistance payments authorized under certain circumstances, and additional certified public expenditures reporting required.
HF1708 (Hosch) Mental health provisions amended, medical assistance reimbursement and eligibility changed, provider qualification and training requirements changed, mental health behavioral aide services amended, an excluded service added, special contracts with bordering states changed, and new methodology rate required.
