Representative Juhnke, Chair, called the meeting to order at 10:35 AM, March 18, 2009 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Faust moved that the minutes of March 17, 2009 be amended. THE MOTION PREVAILED AND THE MINUTES APPROVED.
The following people provided testimony relating to the budget of AURI:
Teresa Spaeth, Michael Sparby, Carissa Nath and Kate Paris, AURI
Clint Fall, First District Dairy
Rep. Welti moved that HF1446, University of Minnesota agricultural research and extension funding provided, and money appropriated (Welti) be recommended to pass and be returned to the Committee on Finance with a recommended re-referral to the Committee on Higher Education and Workforce Development Finance and Policy Division.
Rep. Welti and Paul Sobocinksi presented HF1446, as amended.
Dean Al Levine and Dr. Mike Schmidt testified in favor of HF1446.
Rep. Falk moved the
H1446A1 amendment (attached). THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.
Rep. Falk moved the
H1446A2 amendment (attached).
Rep. Welti moved an oral amendment to the H1446A2 amendment as follows:
Page 1, line 2, delete line 2
[And amend the title accordingly]
THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.
Rep. Falk renewed the motion to move the H1446A2 amendment as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Rep. Welti moved an oral amendment to HF1446 as follows:
Page 1, line 10, after "agricultural", delete "producer"
[And amend the title accordingly]

Rep. Eken moved the
H1446A3 amendment (attached). THE AMENDMENT WAS ADOPTED.
Rep. Welti renewed the motion that HF1446 (Welti), as amended, be recommended to pass and be returned to the Committee on Finance with a recommended re-referral to the Committee on Higher Education and Workforce Development Finance and Policy Division. THE MOTION PREVAILED AND THE BILL WAS PASSED.
