MINUTES


Representative Juhnke, Chair of Committee on Agriculture, Rural Economies and Veterans Affairs Finance Division, called the meeting to order at 10:34 AM on March 16, 2010 in the Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Magnus moved that the minutes of March 10, 2010 be adopted. THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

Representative Juhnke moved that HF3262, (Olin) (compensation for wolf depredation) be heard for possible inclusion in the omnibus bill

Representative Juhnke moved to amend HF3262 (see attached amendment H3262DE1). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Olin and Bruce Kleven (MN Cattlemen Association) presented HF3262, as amended.

Discussion and questions followed.

Rep. Juhnke renewed the motion that HF3262, as amended, be laid over for possible inclusion in the omnibus bill.

Representative Juhnke moved HF3295, (Faust) (Pesticide control provisions changed, waiver of fee authorized, bovine tuberculosis control provided, native grasses and wildflower seed production and incentive program eliminated, ownership of agricultural land authorized by certain nonprofit corporations) be heard for possible inclusion in the omnibus bill.

Representative Faust, Greg Buzicky and Quinn Cheney (Minnesota Department of Agriculture), Doug Spanier (MDA) presented HF3295.

Discussion and questions followed.

Representative Juhnke renewed the motion that HF3295 be laid over for possible inclusion in the omnibus bill.

Representative Faust moved that HF3021, variable rate fertilizer application equipment grant program established and money appropriated, be recommended to pass and be re-referred to the Committee on Finance with the recommendation that it be re-referred to the Cultural and Outdoor Resources Finance Division.

Representative Faust moved to amend HF3021 (see attached amendment A10-2188). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Faust, Bill Bond (MN Crop Production Retailers), Paul Trcka (CHS Grand Meadow), and Craig (AgCo Corporation) presented HF3021, as amended.

Discussion and questions followed.

Rep. Faust renewed the motion for HF3021, as amended, be recommended to pass and re-referred to the Committee on Finance with the recommendation that it be re-referred to the Cultural and Outdoor Resources Finance Division. THE MOTION PREVAILED.

The meeting was adjourned at 11:35 AM.
