Representative Juhnke, Chair, called the meeting to order at 10:38 AM, March 31, 2009 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Otremba moved that the minutes of March 25, 2009 be amended. THE MOTION PREVAILED AND THE MINUTES APPROVED.
Rep. Hamilton assumed the gavel at 10:39 A.M.
Rep. Juhnke moved that HF 839 (Juhnke) Minnesota Veterinary Diagnostic Laboratory funding provided, money appropriated; be recommended to pass and be returned to the Committee on Finance with a recommended re-referral to the committee Higher Education and Workforce Development Finance and Policy Division.
Rep. Juhnke moved an oral amendment to HF839 follows:
Page 1, line 7, delete "Commissioner of Agriculture" and insert "Board of Regents of the University of Minnesota"
[And amend the title accordingly]

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Juhnke presented the bill. Discussion and questions followed.
Rep. Juhnke renewed the motion that HF 839 (Juhnke) be recommended to pass, as amended, and be returned to the Committee on Finance with a recommended re-referral to the committee Higher Education and Workforce Development Finance and Policy Division. THE MOTION PREVAILED AND THE BILL PASSED.
Rep. Juhnke moved that HF 841, first engrossment, (Juhnke) Farmer-lender mediation law extended; be heard and laid over for possible inclusion in the omnibus bill.
Rep. Juhnke and Dick Senese (University of Minnesota Extension) presented the bill. Discussion and questions followed.
Jill Krueger (Farmers Legal Action Group), David Skilbred (Independent Community Bankers of MN), John Apitz (Farm Credit Services), Gerry Schoenfeld (MN-SD Equipment Dealers), Thom Peterson (MN Farmers Union), testified on the bill.
Rep. Juhnke renewed the motion that HF 841, first engrossment, be laid over for possible inclusion in the omnibus bill.
Rep. Juhnke moved that HF 900, first engrossment, (Juhnke) Pesticide railroad application regulated; be heard and laid over for possible inclusion in the omnibus bill.
Rep. Juhnke moved the H0900DE2 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Juhnke, Phil Qualy and Brian Hunstad (United Transportation Union) presented the bill. Discussion and questions followed.

Rep. Juhnke renewed the motion that HF 900, first engrossment, as amended, be laid over for possible inclusion in the omnibus bill.
Rep. Juhnke moved that HF 510, first engrossment, (Juhnke) Pesticide control law, and the fertilizer, soil, and plant amendment law provisions changed; be heard and laid over for possible inclusion in the omnibus bill.
Rep. Juhnke moved the H0510A4 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Juhnke moved the H0510A5 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Juhnke and Greg Buzicky (Minnesota Department of Agriculture) presented the bill. Discussion and questions followed.

Victoria Reinhardt (Ramsey County Commissioner) provided testimony on the bill.

Rep. Juhnke renewed the motion that HF 510, first engrossment, as amended, be laid over for possible inclusion in the omnibus bill.
Rep. Juhnke moved that HF 793 (Juhnke) Loan program terms updated and family farm security program abolished; be heard and laid over for possible inclusion in the omnibus bill.
Rep. Juhnke moved the H0793A1 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Juhnke moved to reconsider the H0793A1 amendment (attached). THE MOTION PREVAILED.

Rep. Juhnke moved to withdraw the amendment. THE MOTION PREVAILED.

Rep. Juhnke moved the H0793A2 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
