Representative Carlson, Chair of the Finance Committee, called the meeting to order at
8:05 A.M. on Wednesday, April 29, 2009, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Chair Carlson moved that HF1849, First Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.
Chair Carlson moved to amend HF1849, First Engrossment. (See attached amendment
H1849A4). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Nelson presented HF1849, First Engrossment, as amended (Nelson) Local government unit mandates removed, extended and modified.
Emily Adriaens, Fiscal Analyst responded to questions regarding HF1849, First Engrossment, as amended.
Chair Carlson renewed the motion that HF1849, First Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
Rep. Champion moved adoption of the Transportation Finance Division Report for HF0045, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Rep. Champion moved that HF0045, First Committee Engrossment, be recommended to pass and placed on the General Register.
Rep. Bigham presented HF0045, First Committee Engrossment (Bigham) Penalty provided for careless driving resulting in death, and providing for revocation of violator's driver's license.
Rep. Champion renewed the motion that HF0045, First Committee Engrossment, be recommended to pass and placed on the General Register. THE MOTION FAILED.
Rep. Paymar moved that SF1408 be recommended to pass and placed on the General Register.
Rep. Hansen presented SF1408/HF1097 (Hansen) Aircraft cockpits secured against lasers.
Jim Englin, West St. Paul, Council Member, Ward 1, responded to questions regarding SF1408.
Rep. Paymar moved to amend SF1408, as follows:
Page 1, line 19 and 20, delete the word "felony" including the rest of the sentence and insert "gross misdemeanor"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Paymar renewed the motion that SF1408, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Rep. Champion moved that HF1088 be recommended to pass and placed on the General Register.
Rep. Swails presented HF1088 (Swails) Commercial driver's license record-keeping requirements conformed to federal regulations.
Rep. Champion renewed the motion that HF1088 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Rep. Kahn moved adoption of the State Government Finance Division Report for HF1665, Second Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.
Rep. Kahn moved that HF1665, Second Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.
Rep. Swails and Rep. McFarlane presented HF1665, Second Committee Engrossment, (Swails) Education; Best practices center for shared services established.
Rebecca Otto, Minnesota State Auditor, responded to questions regarding HF1665, Second Committee Engrossment.
Chair Carlson moved to amend HF1665, Second Committee Engrossment, as follows:

Page 1, line 18, delete "and"

Rep. Kahn renewed the motion that HF1665, Second Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
Rep. Thissen moved that HF0986, Second Engrossment, be recommended to pass and placed on the General Register.

Rep. Thissen presented HF0986, Second Engrossment, as amended (Thissen) County maintenance of effort provisions amended for mental health provisions.
Sue Abderholden, Executive Director, National Alliance on Mental Illness (NAMI) responded to questions regarding HF0986, Second Engrossment, as amended.
Rep. Thissen renewed the motion that HF0986, Second Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Rep. Greiling moved adoption of the K-12 Education Finance Division Report for HF1127, First Committee Engrossment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Greiling moved that SF1794, Second Engrossment, be recommended to pass and placed on the General Register.
Rep. Eastland presented SF1794, Second Engrossment/HF1127 (Eastlund) National Guard and reserve member pay differential clarified for teachers.

Rep. Benson moved adoption of the Higher Education and Workforce Development Policy and Finance Division Report for HF0644, First Engrossment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Champion presented HF0644, First Engrossment, (Champion) Home rule charter or statutory city authorized to adopt a program requiring certain hiring practices in city contracts.
