Representative Carlson, Chair of the Finance Committee, called the meeting to order at
8:37 A.M. on Friday, March 26, 2010, in Room 200 of the State Office Building.

Chair Carlson moved adoption of the State Government Finance Division report for HF2840, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that HF2840, First Committee Engrossment, be recommended to pass and placed on the General Register.

Rep. Swails and Rep. McFarlane presented HF2840, First Committee Engrossment (Swails) Collaborative governance council established.

Rebecca Otto, Minnesota State Auditor, testified on HF2840, First Committee Engrossment.

Rep. Champion moved adoption of the Transportation Finance and Policy Division Report for HF2848. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Champion moved that HF 2848 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Hortman presented HF2848 (Hortman) Traffic fines and forfeited bail money allocations modified.

Rep. Champion renewed the motion that HF 2848 be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Champion moved adoption of the Transportation Finance and Policy Division Report for HF3029, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Morrow presented HF3191, as amended (Morrow) Sexual contact in secure treatment facilities included as criminal sexual conduct in the fourth degree.

Chair Carlson renewed the motion that HF3191, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Vice-Chair Benson moved adoption of the Higher Education and Workforce Development Finance Division Report for House File 2839, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Vice-Chair Benson moved that HF2839, First Committee Engrossment be recommended to pass and placed on the General Register.

Rep. Bunn presented HF2839, First Committee Engrossment (Bunn) Minnesota entrepreneur virtual assistance network authorized, and money appropriated.

Mike Myhre, State Director, Department of Employment and Economic Development (DEED) responded to questions regarding HF2839, First Committee Engrossment.

Rep. Greiling presented HF3329 (Greiling) Retired employee health benefits levy calculation clarified.
