Representative Carlson, Chair of the Finance Committee, called the meeting to order at 9:10 A.M. on Friday, April 17, 2009, in Room 200 of the State Office Building.

Rep. Emmer moved approval of the minutes of Wednesday, April 15, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Greiling moved adoption of the K-12 Education Finance Division Report for HF0002, First Committee Engrossment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Greiling moved that HF0002, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Taxes.

Rep. Greiling moved to amend HF0002, First Committee Engrossment. (See attached amendment H0002A46). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Greiling and Rep. Mariani presented HF0002, First Committee Engrossment, as amended (Greiling) K-12 Education Omnibus Finance Bill.

Rep. Solberg moved to amend HF0002, First Committee Engrossment, as amended, as follows:

Page 175, line 14, after the period, insert: "The board must annually by February 1 report to the education policy and finance committees of the legislature the amount of money it received under this subdivision and the purpose for which it was granted."

Bill Marx, Chief Fiscal Analyst responded to questions regarding the proposed amendment.

Rep. Howes moved to amend HF0002, First Committee Engrossment, as amended, as follows:

Page 111, Delete section 67

A division was requested on the motion. There were 11 Ayes and 7 Nays. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Murphy moved to amend HF0002, First Committee Engrossment, as amended. (See attached amendment H0002A43 which includes portions of HF2229, First Committee Engrossment (Murphy, M.) Cultural and Outdoor Heritage Finance Omnibus Bill).

Greg Crowe, House Fiscal Analyst explained a modification to the proposed Amendment H0002A43, as follows:

Page 2, delete lines 7-12, and insert: Page 176, after line 14, insert:

Page 2, line 13, delete (a) and insert (g)
Page 2, line 14, delete (b) and insert (h)
Page 175, lines 28 and 29 delete "21,383,000" and insert "21,693,000"

Rep. Murphy incorporated the modification to the amendment.

Rep. Greiling renewed the motion that HF0002, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Chair Carlson announced that the Finance Committee will be hearing and taking amendments to HF0869, First Committee Engrossment (Rukavina) Higher Education and Workforce Development Omnibus Finance Bill. After HF2150, First Committee Engrossment, (Clark) Housing and Public Health Omnibus Finance Bill is heard, the Finance Committee will amend the economic development portions of HF0869, First Committee Engrossment (Rukavina) Higher Education and Workforce Development Finance Omnibus Bill into a new vehicle as well as the housing portions of HF2150, First Committee Engrossment (Clark) and a few accounts from HF2229, First Committee Engrossment (Murphy, M.) Cultural and Outdoor Heritage Finance Omnibus Bill.

Rep. Rukavina moved adoption of the Higher Education and Workforce Development Finance Division Report for HF0869, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Rukavina moved that HF0869, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Rukavina moved to amend HF0869, First Committee Engrossment. (See attached amendment H0869A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hausman moved to amend HF0869, First Committee Engrossment, as amended. (See attached amendment H0869A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Kathy Novak, House Research, responded to questions regarding HF0869, First Committee Engrossment, as amended.

Rep. Rukavina moved to amend HF0869, First Committee Engrossment, as amended, as follows:

Delete Articles 3-10, as amended

Rep. Rukavina renewed the motion that that HF0869, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Chair Carlson announced that the Finance Committee will be taking amendments to HF2150, First Committee Engrossment (Clark) but then laying it over. The Finance Committee will be amending portions of HF2150, First Committee Engrossment (Clark) onto HF1169 (Rukavina) Economic Development Omnibus Bill and HF1362, First Committee Engrossment (Huntley) Health and Human Services Omnibus Bill.

Rep. Clark moved adoption of the Housing Policy and Finance and Public Health Finance Division Report for HF2150, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISON REPORT WAS ADOPTED.

Rep. Clark presented HF2150, First Committee Engrossment (Clark) Housing and Public Health Omnibus Finance Bill.

Rep. Clark moved to amend HF2150, the First Committee Engrossment. (See attached amendment H2150A53). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Murphy moved that HF1169 be recommended to pass and re-referred to the Committee on Ways and Means.
