Representative Marquart, Chair of the Division, called meeting to order at 1:06 PM on Wednesday, March 25, 2009 in Room 10 of the State Office Building.

HF1477 (Liebling) Rochester; Tax authority increased.
Representative Liebling testified to the bill.
HF481 (Kahn) Minneapolis downtown taxing area modified, and deposit of certain tax revenues provided.
Representative Kahn testified to the bill. Tom Johnson with Gray Plant Moody Law Firm testified to the bill. Gene Ranieri, Government Relations Director for the City of Minneapolis, testified to the bill.
HF1724 (Faust) Counties authorized to use certain tax forfeited lands proceeds for other purposes.
Representative Faust testified to the bill. Stephen Hallan, County Commissioner for Pine County, testified to the bill.
A quorum was present at 1:23 PM.
Joe Mathews, Policy Analyst with the Association of Minnesota Counties, testified in favor of the bill.
Representative Marquart, Chair of the Division, laid over HF1724 for possible inclusion in the Property and Local Sales Tax Division Report.
HF1477 (Liebling) Rochester; Tax authority increased. (REVISITED)
Representative Marquart, Chair of the Division, moved that HF1477 be laid over for possible inclusion in the Property and Local Sales Tax Division Report.

HF481 (Kahn) Minneapolis downtown taxing area modified, and deposit of certain tax revenues provided. (REVISITED)
Representative Marquart, Chair of the Division, moved that HF481 be laid over for possible inclusion in the Property and Local Sales Tax Division Report.
Representative Marquart moved that the amendment labeled
JM-H0481A1 be adopted. THE MOTION PREVAILS. THE AMENDMENT IS ADOPTED.

HF1885 (Dittrich) Coon Rapids; Compensation for final city aid base payment, and money appropriated.
Representative Dittrich moved that HF1885 be laid over for possible inclusion in the Property and Local Sales Tax Division Report.
Representative Dittrich moved that the amendment labeled
H1885A1 be adopted. THE MOTION PREVAILS. THE AMENDMENT IS ADOPTED.

HF1195 (Lanning) Mandate relief provided, Legislative Commission on Mandate Reform established, and levy limits abolished.
Representative Lanning moved that HF1195 be heard and laid over for possible inclusion in the Property and Local Sales Tax Division Report.

Representative Dittrich moved approval of the minutes for Tuesday, March 24, 2009. THE MOTION PREVAILED.
Representative Marquart, Chair of the Division, adjourned the meeting at 2:14 PM.
