MINUTES
Representative Marquart, Chair of the Division, called meeting to order at 1:00 PM on Wednesday, February 25, 2009 in Room 10 of the State Office Building.
Committee Legislative Assistant Paul Cumings noted the roll.

HF635 (Hosch) Green Acres program 2008 changes delayed by one year.
Representative Hosch testified in favor of the bill. Representative Kiffmeyer testified in favor of the bill.
A quorum was present at 1:03 PM.
Representative Koenen moved that HF635 be passed and referred to the Committee on Taxes.
Steve Kuha representing the Minnesota Association of Assessing Officers testified in favor of the bill.
Representative Marquart, Chair of the Division, called for the vote on HF635 to be passed and referred to the Committee on Taxes. THE MOTION PREVAILED.
HF204 (Winkler) Establishing housing improvement districts without special legislation deadline removed.
Representative Mullery moved that HF204 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative Winkler testified in favor of the bill. Kathy Larson, Housing Program Coordinator for the City of St. Louis Park, testified in favor of the bill.
Representative Marquart, Chair of the Division, laid over HF204 for possible inclusion in the Property Tax Division Report.
HF684 (Brod) City aid base increased (Green Isle).
Representative Lanning moved that HF684 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative Lanning moved that the author's amendment labeled
H0684A1 be adopted. THE MOTION PREVAILS. THE AMENDMENT IS ADOPTED.
Representative Brod testified in favor of the bill. Randall Bruegger, Mayor of the City of Green Isle, testified in favor of the bill. Dave Calister, Vice President of Eilers and Associates, testified in favor of the bill.
Representative Marquart, Chair of the Division, laid over HF684 for possible inclusion in the Property Tax Division Report.
Representative Dittrich moved approval of the minutes for Wednesday, February 18, 2009. THE MOTION PREVAILED.
HF663 (Gardner) Truth in Taxation process notice and hearing dates set.
Representative Loeffler moved that HF663 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.
Representative Gardner testified in favor of the bill. Jason Nord, Minnesota Department of Revenue, testified about the Department’s apprehensions about this bill. Keith Carlson, Executive Director of Minnesota Inter-County Association, testified in opposition to the bill. Grace Keliher, Minnesota Schools Boards Association, testified in opposition to the bill.
Representative Marquart, Chair of the Division, laid over HF663 for possible inclusion in the Property Tax Division Report.
Representative Marquart, Chair of the Division, adjourned the meeting at 2:30 PM.
