MINUTES


Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 10:15 A.M. on Wednesday, February 20, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Lenczewski moved HF3201 be recommended to pass and be re-referred to the Committee on Ways and Means.

Representative Lenczewski withdrew her motion on HF3201.

Representative Lenczewski moved HF3200 be recommended to pass and be re-referred to the Committee on Ways and Means.

HF3200-Lenczewski Internal Revenue Code conforming changes made, tuition and teacher expense additions provided, contractor withholdings required, income tax brackets index temporarily modified, nonresident income assigned to this state, and report required.

Representative Lenczewski moved amendment H3200A1 (ATTACHED). THE MOTION PREVAILED-THE AMENDMENT WAS ADOPTED.

The following people testified on HF3200: Joel Michael, House Research, and Jack Mansun, Minnesota Department of Revenue.
Representative Lenczewski renewed her motion that HF3200 be recommended to pass as amended and be re-referred to the Committee on Ways and Means.

THE MOTION PREVAILED-THE BILL PASSED AS AMENDED AND WAS SENT TO THE COMMITTEE ON WAYS AND MEANS.

Representative Lenczewski moved HF3201 be recommended to pass and be re-referred to the Committee on Ways and Means.

HF3201-Lenczewski Tax policy and administration provisions modified relating to income, franchise, property, sales, and other taxes.

Representative Lenczewski moved amendment H3201A1 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Lenczewski moved amendment H3201A3 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

The Taxes Committee reconvened at 6:15 P.M.

Representative Rukavina moved the minutes from May 18, 2007. THE MOTION PREVAILED-THE MINUTES WERE APPROVED.

Representative Rukavina moved an oral amendment as follows: line 13.9 delete The remainder of ; line 13.10 delete distributions received in 2008 and. THE MOTION PREVAILED, THE ORAL AMENDMENT WAS INCORPORATED.

Representative Rukavina renewed his motion on amendment
A08-1124 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED AS AMENDED.


Rep. Jaros moved amendment H3201A8 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Rep. Marquart moved amendment H3201A5 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Rep. Marquart moved amendment H3201A7 (ATTACHED). THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Rep DeLaForest moved an oral amendment as follows: page 83 delete sections 13 and 14. THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.

Rep. Simpson moved amendment H3201A4 (ATTACHED). THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.

Representative Zellers moved an oral amendment as follows: page 48 delete section two; page 53 delete section five. THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.

The following people testified in opposition to amendment H3201A4 and in support of HF3201: Carol Duff, President of the Red Wing City Council; Bradley Peterson of the Coalition of Utility Cities; Keith Carlson, Minnesota Inter-County Association.

Representative Lenczewski renewed her motion that HF3201 be recommended to pass as amended and be re-referred to the Committee on Ways and Means.

THE MOTION PREVAILED-THE BILL PASSED AS AMENDED AND WAS SENT TO THE COMMITTEE ON WAYS AND MEANS.
