MINUTES


Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 3:55 P.M. on April 7, 2008 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Lanning moved HF3126 be laid over for possible inclusion in the Omnibus Tax Bill.

HF3126-Ruth-Tax registration for intracity buses fixed.

The following person testified on HF 3126: Pat McCormack, Director of Driver and Vehicle Services, Minnesota Department of Public Safety.

HF3126 was laid over for possible inclusion in the Omnibus Tax Bill.

Representative Mullery moved HF3323 be recommended to pass.

HF3323-Hornstein-Minneapolis Park and Recreation Board authorized to adopt standards for dedication of land to the public or a payment of a dedication fee on certain new commercial and industrial development.

The following person testified on HF3323: Kirk Pederson, Minneapolis Park Board.

Representative Mullery renewed his motion that HF3323 be recommended to pass. THE MOTION PREVAILED, THE BILL PASSED.

Representative Lenczewski moved HF4169 be laid over for possible inclusion in the Omnibus Tax Bill.

HF4169-Lenczewski-Bloomington; Tax increment financing five-year district rule extended.

The following people testified on HF4169: Jill Hutmacher, Port Authority Development Manager, City of Bloomington; Mark Bernhardson, Bloomington City Manager.

HF4169 was laid over for possible inclusion in the Omnibus Tax Bill.

Before the committee was HF4103.

HF4103-Lenczewski-Corporation franchise tax modified, grants authorized, foreign operating corporations eliminated, tax havens defined, subsidies taxed, rate reduced, JOBZ, programs, and tax credits repealed, exemptions eliminated, and money appropriated.

The following people testified on HF4103: Louis Jambois, Director, Association of Metropolitan Cities; Kristina Smitten, Board Member, Minnesota Brownfields; Phil Griffin, Life Science Alley; Doug Carnival, Minnesota High Tech Association; Thom Petersen, Government Director, Minnesota Farmers Union.

Representative Wollschlager moved minutes from March 31, 2008; April 1, 2008; April 2, 2008. THE MOTION PREVAILED, THE MINUTES WERE ADOPTED.

HF4103 (Lenczewski) A bill for an act relating to taxation; modifying the treatment of foreign income and operations under the corporation franchise tax; authorizing grants; eliminating foreign operating corporations; reducing the corporate franchise tax rate; repealing the job opportunity building zone, the international economic development zone, and biotechnology and health sciences industry zone programs; repealing the airline industry job credit, the research credit, and the bovine testing credit; repealing the corporate alternative minimum tax; appropriating money.
