MINUTES


Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 3:22 P.M. on Tuesday, May 8, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF2464 Tschumper County capital improvements projects debt limit increased, and bonding referendum required.

Representative Lenczewski moved HF2464 be laid over for possible inclusion in the Omnibus Public Finance Bill.

Representative Lenczewski moved the H2464DE1 amendment. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

Bob Klug (business owner, Caledonia, MN), Fred Arnold (farmer, Caledonia, MN), and Larry Salm (resident, Caledonia, MN) testified on HF2464, the delete everything amendment.

Representative DeLaForest moved to amend HF2464, the delete everything amendment, as follows:
Line 16, strike the word "ten" and insert "five". THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

Representative Lenczewski moved to amend HF2464, the delete everything amendment, as follows:
Page 1, after line 19, insert:
"EFFECTIVE DATE. This section is effective for lease or rental agreements entered into after July 31, 2007, except it does not apply to the financing for the law enforcement center and related facilities for Blue Earth county to the extent completed by December 31, 2011."

Joe Matthews (Policy Analyst, Association of Minnesota Counties) and Keith Carlson (Executive Director, Minnesota Inter-County Association) testified on HF2464, delete everything amendment.

Representative Lenczewski renewed her motion of the oral amendment to HF2464, delete everything amendment. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

HF2464, delete everything amendment, was laid over for possible inclusion in the Omnibus Public Finance Bill.

Representative Hilstrom moved approval of the minutes of Monday, April 30, 2007. THE MOTION PREVAILED -THE MINUTES WERE APPROVED.

Representative Wollschlager assumed the gavel.

HF1005 Lenczewski Municipal postemployment benefits for retired officers and employees authorized.

Representative Lenczewski moved HF1005 be laid over for possible inclusion in the Omnibus Public Finance Bill.

Keith Carlson (Executive Director, Minnesota Inter-County Association) testified on HF1005.

HF1005 was laid over for possible inclusion in the Omnibus Public Finance Bill.

HF2268 Lenczewski Omnibus Public Finance Bill.

Representative Lenczewski moved HF2268 be recommended to pass and be re-referred to the Committee on Ways and Means.

Representative Lenczewski moved the H2268DE1 amendment to HF2268. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

Representative Lenczewski moved the H2268A1 amendment to HF2268, delete everything amendment.

Keith Carlson (Executive Director, Minnesota Inter-County Association) testified on the H2268A1 amendment.

Representative Hilstrom moved to amend the H2268A1 amendment as follows:
Delete lines 2.14 through 2.18
THE MOTION PREVAILED - THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Lenczewski renewed her motion of the H2268A1 amendment, as amended. THE MOTION PREVAILED - THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Representative Solberg moved the DD059 amendment to HF2268, delete everything amendment.

Representative Solberg incorporated the word “five" in place of the word “ten" on line 1.16 of the DD059 amendment.
THE MOTION DID NOT PREVAIL - THE AMENDMENT WAS NOT ADOPTED.

Representative Lenczewski renewed her motion that HF2268, delete everything amendment, as amended, be recommended to pass and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED - THE BILL PASSED AS AMENDED AND WAS RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.

The committee adjourned at 5:37 P.M.
