Representative Mullery, Chair of the Committee, called the meeting to order at 12:40 P.M. on Tuesday, February 26, 2008, in Room 10 of the State Office Building.

HF 2602 (Nornes): A bill for an act relating to public safety; police vehicles used to transport police dogs from window glazing restrictions; amending Minnesota Statutes 2006, section 169.71, subdivision 4.

Representative Cornish moved HF 2602 before the committee.

Representative Nornes presented his bill.

Chair Mullery moved adoption of the A1 amendment. THE MOTION PREVAILED.

Representative Cornish moved that HF 2602, as amended, be recommended to pass, and when so passed, be placed on the General Register. THE MOTION PREVAILED.

HF 635 (Masin): A bill for an act relating to telecommunications; enacting the Minnesota Wireless Telephone Consumer Protection Act; changing certain existing requirements; proposing coding for new law in Minnesota Statutes chapter 325F; repealing Minnesota Statutes 2006, section 325F.695.

(Note: Pursuant to Rule 4.20 of the Permanent Rules of the House, HF 635 was returned to the Public Safety and Civil Justice Policy Committee upon adjournment of the 2007 legislature.)

Representative Kalin moved HF 635 before the committee.

Representative Masin presented her bill.

Representative Kalin moved that HF 635 be recommended to pass, and when so passed, be re-referred to the Committee on Commerce and Labor. THE MOTION PREVAILED.

HF2719 (Atkins): A bill for an act relating to public safety; prohibiting sexual relations between school employees in positions of authority and students; amending Minnesota Statutes 2006, section 609.341, by adding a subdivision; Minnesota Statutes 2007 Supplement, sections 609.344, subdivision 1; 609.345, subdivision 1.

Representative Lillie moved HF 2719 before the committee.

Representative Atkins presented his bill.

HF 2949 (Atkins): A bill for an act relating to public safety; controlled substances; adding Salvia divinorum to schedule IV of the controlled substance schedules; amending Minnesota Statutes 2006, section 152.02, subdivision 5.

Representative Eastlund presented his bill.

Chair Mullery moved that HF 2829 be recommended to pass, and when so passed, be re-referred to the Committee on Finance. THE MOTION PREVAILED.

HF 1625, First Committee Engrossment (Hosch): A bill for an act relating to public safety; authorizing permanent orders for protection and restraining orders after multiple violations or continued threats; amending Minnesota Statutes 2006, sections 518B.01, subdivisions 6, 6a, 11, 18; 609.748, subdivisions 3, 5, 8.

Representative Hilstrom moved HF 1625, First Committee Engrossment, before the committee.

Representative Hilstrom moved the DE3 amendment. THE MOTION PREVAILED.

Representative Hilstrom moved that HF 1625, as amended, be recommended to pass, and when so passed, be re-referred to the Committee on Finance.

HF 3102 (Bigham): A bill for an act relating to public safety; defining previous incidents of domestic abuse and previous incidents of child abuse for murder in the first degree; expanding list of predicate crimes involving domestic abuse for murder in the first degree; amending Minnesota Statutes 2006, section 609.185.

Representative Bigham presented her bill, and moved that HF 3102 be recommended to pass, and when so passed, be re-referred to the Committee on Finance.

Representative Paymar presented his bill and moved that HF 2877 be recommended to pass, and when so passed, be re-referred to the Committee on Finance.
