Representative Ken Tschumper, Vice-Chair of the Local Government & Metropolitan Affairs Committee started the 29TH meeting at 12:34 pm on Wednesday, March 12, 2008 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Agenda:

HF3585, 1st Engrossment (Koenen): Community-based energy development project powers of qualification described and Metropolitan Council and counties authorized to enter into contracts and to finance purchase of energy and interests in renewable energy projects.

Rep. Koenen presented HF3585, 1st Engrossment and took questions from the committee.

Bob Fox, of Renville County, testified on behalf of HF3585 and took questions from the committee.

A quorum was present at 12:39 and the meeting was officially called to order.

Rep. Marquart, having accepted a friendly amendment by Rep. Holberg to include cost, moved to orally amend HF3863, 1st Engrossment as follows:

“Subd.5. Data; Report.

A local authority that implements a program under this section must collect and report to the chairs of the legislation committees with jurisdiction over public safety, aggregate data on the program, including the number of citations issued and accidents before and after the program is implemented, and revenues and expenditures associated with the program.

The report is due January 15, 2011."
