LOCAL GOVERNMENT AND METRO AFFAIRS COMMITTEE

MINUTES



Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the eleventh meeting at 4:01pm on Monday, February 19, 2007 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 4:07pm and the meeting was called to order.

HF 108 (Morrow): North Mankato local sales tax authorized, and funds use specified.

Chair Hilstrom moved that HF108 be re-referred to the Committee on Taxes without further recommendation.

Representative Morrow presented the bill.

The following individuals testified on behalf of HF108 and took questions from the committee:
Gary Zellmer, Mayor, city of Mankato
Wendell Sande, City Administrator, North Mankato
Will Purvis, County Comissioner, Blue Earth County

Chair Hilstrom renewed her motion that HF108 be re-referred to the Committee on Taxes without further recommendation. THE MOTION PREVAILED.

HF 885 (Hilty): Cloquet local sales tax authorized.

Chair Hilstrom moved that HF885 be re-referred to the Committee on Taxes without further recommendation.

Representative Hilty presented the bill.

The following individuals testified on behalf of HF885 and took questions from the committee:
Bruce Ahlgren, Mayor, city of Cloquet
Brian Fritsinger, City Administrator, city of Cloquet

Chair Hilstrom renewed her motion that HF885 be re-referred to the Committee on Taxes without further recommendation. THE MOTION PREVAILED.

HFxxxx (Pelowski): Authorizing the city of Winona to impose a sales and use tax.

Representative Pelowski presented the bill, and took questions from the committee.

Eric Sorenson, City Administrator for the city of Winona testified on behalf of the bill and took questions from the committee.

HF 442 (Howes): Emily sales tax authorized and fund use specified.

Representative Howes moved that HF442 be re-referred to the Committee on Taxes without further recommendation.

Kent Rees, City Council Member for the city of Emily testified on behalf of the bill and took questions from the committee.

Representative Howes renewed his motion that HF885 be re-referred to the Committee on Taxes without further recommendation. THE MOTION PREVAILED.

Roy Terwilliger, Chair of the Metropolitan Sports Facilities Commission, and Bill Lester, Executive Director of the Metropolitan Sports Facilities Commission provided an overview of the Metropolitan Sports Facilities Commission and the Hubert H. Humphrey Metrodome. They stood to take questions from the committee.

Steve Cramer, Chair of the Minnesota Ballpark Authority; Dan Kenney, Executive Director of the Minnesota Ballpark Authority; Barb Sykoura, member of the Minnesota Ballpark Authority; and Michael Vekich,
Vice-Chair of the Minnesota Ballpark Authority provided an overview of the organization, responsibilities and progress of the Minnesota Ballpark Authority. They stood to take questions from the committee.


The meeting was adjourned at 5:31pm.
