Representative Paul Thissen, Chair of the Committee, called the meeting to order at 1:50 P.M. on Thursday, February 28, 2008 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF3391 (Huntley) Health care reform

Rep. Huntley moved that HF3391 be recommended to pass and re-referred to the Committee on Government Operations.

A quorum was present at 1:55 P.M

Rep. Thao moved that the minutes of February 19, 2008 be adopted. THE MOTION PREVAILED.

Rep. Huntley presented HF3391, as amended.

HF3390 (Loeffler) Public health reform

Rep. Loeffler presented HF3390.

Chair Thissen moved that HF3391 be laid on the table. THE MOTION PREVAILED.

Rep. Loeffler moved that HF3390 be recommended to pass and re-referred to the Committee on E-12 Education Policy.

Rep. Loeffler moved the
H3390DE2 amendment. THE AMENDMENT WAS ADOPTED.

Rep. Loeffler renewed her motion that HF3390, as amended, be recommended to pass and re-referred to the Committee on E-12 Education Policy. THE MOTION PREVAILED.

Chair Thissen moved that HF3391 be taken off the table. THE MOTION PREVAILED.

Rep. Loeffler moved the H3391A8 amendment with the following correction:

Page 3, line 3.7, delete "must" and insert "may"

Vice-Chair Fritz assumed the gavel at 7:00 P.M.

Chair Thissen moved the HF3391A8 amendment, as amended.

THE AMENDMENT WAS ADOPTED.

Chair Thissen moved the H3391A1 amendment.

Rep. Abeler requested to divide the amendment.

Chair Thissen withdrew the amendment.

Rep. Gottwalt moved the H3391A15 amendment. THE AMENDMENT WAS ADOPTED.

Mike Hickey, National Federation of Independent Business provided testimony on the bills.

Rep Liebling moves to amend HF3391, the delete everything amendment (H3391DE1), as amended, as follows:

Page 1, line 26 after "producers" insert "and non profit healthcare or social service organizations"

A division was requested. THE AMENDMENT WAS ADOPTED ON A VOTE OF 8 AYES AND 4 NAYS.

Rep. Gottwalt moves to amend HF3391, the delete everything amendment (H3391DE1), as amended, as follows:

Page 1, line 26 after "producers" insert "under chapter 60K"

THE AMENDMENT WAS ADOPTED.

Rep. Gottwalt moved the H3391A14 amendment.
