MINUTES


Representative Patti Fritz, Vice Chair of the Committee, called the meeting to order at 2:20 P.M. on, Tuesday, February 8, 2007 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Emmer moved that the minutes of February 6, 2007 be adopted. MOTION PREVAILED.

Vice Chair Fritz announced the referral of the following bills to the Mental Health Division:

HF737 (Thao) Collaborative services for high-risk children established, and money appropriated.

HF793 (Thissen) Hennepin County; Essential community provider designation extended to a mental health agency.

HF794 (Otremba) Medical assistance coverage modified to include consultations with psychologists, and medical assistance reimbursement rate for critical access mental health services increased.

Rep. Thissen moved that HF1 be recommended to pass and re-referred to the committee on Governmental Operations, Reform, Technology and Elections.

HF1 Thissen Children's health security account and program created, eligibility criteria and covered services specified, Legislative Task Force on Children's Health Care Coverage established, and money appropriated.

Rep. Thissen moved the H0001DE1 amendment. THE AMENDMENT WAS ADOPTED.

Rep. Thissen moved the H0001A6 amendment. THE AMENDMENT WAS ADOPTED.

Rep. Emmer moved to amend the H0001DE1 amendment as follows:

Page 2, line 19, delete "shall" and insert "may"

Upon further discussion, Rep. Emmer withdrew the amendment.

Rep. Loeffler moved the H0001A11 amendment. THE AMENDMENT WAS ADOPTED.

Rep. Emmer moved the H0001A7 amendment. THE AMENDMENT WAS NOT ADOPTED.

Rep. Loeffler moved the H0001A10 amendment. THE AMENDMENT WAS ADOPTED.

Rep. Thissen moved to amend HF1, as amended, as follows:

Page 5, line 11, delete "256N.12" and insert "256N.17"
Page 5, line 12, delete "256N.12" and insert "256N.17"

THE AMENDMENT WAS ADOPTED.

Rep. Loeffler moved the H0001A12-1 amendment.

Rep. Loeffler withdrew the H0001A12-1 amendment.

Rep. Brod moved the H0001A9 amendment.

Rep. Brod withdrew theH0001A9 amendment.

Rep. Thissen renewed his motion that HF1, as amended, be recommended to pass and re-referred to the Committee on Governmental Operations, Reform, Technology and Elections. THE MOTION PREVAILED.

The meeting was adjourned at 3:42 P.M.
