MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:04 A.M. on Thursday, March 6, 2008, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Morgan moved that the minutes of March 5, 2008, be adopted. THE MOTION PREVAILED.

Scheduled for hearing: H. F. 2554 (Carlson)

A bill for an act proposing an amendment to the Minnesota Constitution, article IV, section 12; adding a provision to allow the legislature or presiding officers to call a special session.

Chairman Pelowski moved that HF 2554 be recommended to pass and re-referred to the Committee on Rules.

Chairman Pelowski moved to amend HF 2554 (see attached H2554A1 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski renewed his motion that HF 2554, as amended, be recommended to pass and re-referred to the Committee on Rules.

Representative Brod requested a roll call vote on the motion.

Voting aye: Pelowski, Hilty, Kahn, Kalin, Morgan, Poppe, Simon and Winkler

Voting nay: Anderson, S., Brod, Emmer, Olson, and Peterson, N.

There were 8 ayes, and 5 nays. THE MOTION PREVAILED.

A bill for an act relating to elections; providing for establishment of single-member school board election districts in Independent School District No. 271, Bloomington.

Chairman Pelowski moved that HF 1394 be recommended to pass and placed on the General Register.

Chairman Pelowski moved to amend HF 1394 (see attached CEL/GC amendment).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski renewed his motion that HF 1394, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

A bill for an act relating to state government; codifying the transfer of employee relations duties to the Department of Finance and other agencies; etc.

Chairman Pelowski moved that HF 3309 be recommended to pass and placed on the General Register.

Chairman Pelowski moved to amend HF 3309 (see attached A08-1134 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

A bill for an act relating to elections; changing certain special election and primary provisions; etc.

Chairman Pelowski temporarily laid over HF 3172.

Scheduled for hearing: H. F. 3066 (Laine)

A bill for an act relating to elections; providing for the establishment of precinct caucus dates by the appropriate political party; requiring notice to the secretary of state; etc.

Chairman Pelowski moved that HF 3066 be recommended to pass and placed on the General Register.

Chairman Pelowski moved to amend HF 3066 (see attached A08-1260 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski moved that HF 3066, as amended, be recommended to pass and placed on the General Register.

Chairman Pelowski withdrew the motion.

HF3066, as amended, was laid over.

The meeting was adjourned at 9:25 AM.
