MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:01 A.M. on Wednesday, February 27, 2008, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Morgan moved that the minutes of February 26, 2008, be adopted. THE MOTION PREVAILED.

Scheduled for hearing: H. F. 3138 (Bigham)

A bill for an act relating to state government; ratifying state labor contracts; etc.

Chairman Pelowski moved that HF 3138 be recommended to pass and re-referred to the Committee on Finance.

Discussion was held.

A bill for an act relating to education; managing school trust fund lands; improving the returns for school trust fund lands; redefining the mission of the Permanent School Fund Advisory Committee; providing a report; etc.

Chairman Pelowski moved that HF 3292 be recommended to pass and re-referred to the Committee on Finance.

Chairman Pelowski moved to amend HF 3292 as follows:

Page 1, line 13, delete "a" and insert "an existing"

Chairman Pelowski renewed his motion that HF 3292, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Scheduled for hearing: H. F. 3130 (Murphy, E.)

A bill for an act relating to child care; establishing a Child
Care Advisory Task Force; requiring a report.

Chairman Pelowski moved that HF 3130 be recommended to pass and re-referred to the Committee on Finance.

Chairman Pelowski moved to amend HF 3130 (see attached H3130A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski renewed his motion that HF 3130, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Scheduled for hearing: H. F. 863 (Hortman)

A bill for an act relating to global warming and the environment; requiring adoption of California standards regarding low emission vehicles; providing for updates to the standards as necessary to comply with the federal Clean Air Act; etc.

Chairman Pelowski moved that HF 863 be recommended to pass and re-referred to the Committee on Commerce and Labor.

Discussion was held.

Representative Emmer moved to table HF 863 and requested a roll call on the motion.

Voting yes: Anderson, S., Emmer, Howes, Olson and Wollschlager.

Voting no: Pelowski, Hilty, Kahn, Kalin, Morgan, Nelson, Peterson, N., Poppe, Simon and Winkler.

There were 10 nays and 5 ayes, THE MOTION FAILED.
