MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:24 A.M. on Wednesday, March 5, 2008, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Morgan moved that the minutes of February 27, 2008, be adopted. THE MOTION PREVAILED.

Scheduled for hearing: S. F. 1298* 2nd Engrossment (Higgins)/H.F. 1110 (Hilty)

A bill for an act relating to elections; changing certain voter registration procedures and requirements, filing requirements, voting procedures, election day prohibitions, and ballot preparation requirements; etc.

Representative Hilty moved that SF 1298, 2nd Engrossment, be recommended to pass and placed on the General Register.

Representative Hilty moved to amend SF 1298, 2nd Engrossment, (see attached S1298DE1 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hilty moved to amend SF 1298, 2nd Engrossment, as amended, as follows:

There were 9 ayes, and 4 nays, THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hilty moved to amend SF 1298, as amended (see attached S1298A2 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hilty renewed his motion that SF 1298, 2nd Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Scheduled for hearing: H. F. 1546 (Simon), 1st Engrossment

A bill for an act relating to elections; providing for auto-
matic voter registration of applicants for a driver's license, instruction permit, or identification card; etc.

Representative Simon moved that HF 1546, 1st Engrossment, be recommended to pass and placed on the General Register.

Representative Simon moved to amend HF 1546, 1st Engrossment (see attached H1546DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Simon renewed his motion that HF 1546, 1st Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Scheduled for hearing: H. F. 3391 (Huntley), 1st Engrossment

A bill for an act relating to health care reform; increasing affordability and continuity of care for state health care programs; modifying health care provisions; providing subsidies for employee share of employer-subsidized insurance; establishing the Minnesota Health Insurance Exchange; requiring certain employers to offer Section 125 Plan; etc.

Chairman Pelowski moved that HF 3391, 1st Engrossment, be recommended to pass and re-referred to the Committee on Public Safety and Civil Justice.

Representative Nelson moved to amend HF 3391, 1st Engrossment, (see attached H3391A18 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on HF 3391, 1st Engrossment, as amended:

Glenn Gruenhagen, Gruenhagen Insurance Agency, Glencoe, MN

Phil Griffin, Minnesota Council of Health Plans

Chairman Pelowski renewed his motion that HF 3391, 1st Engrossment, as amended, be recommended to pass and re-referred to the Committee on Public Safety and Civil Justice.

Representative Emmer requested a roll call vote on the motion.
