GOVERNMENTAL OPERATIONS, REFORM, TECHNOLOGY AND ELECTIONS

MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:02 A.M. on Tuesday, March 13, 2007, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Scheduled for hearing: H. F. 1259 (Kalin)

A bill for an act relating to elections; changing certain pro-
cedures and requirements for absent voters; providing for certain emergency situations;
etc.

Representative Kalin moved that HF 1259 be recommended to pass and placed on the
General Register.

Representative Kalin moved to amend HF 1259 (see attached H1259A1 amendment).

Testifying on HF 1259:

Affairs

Representative Kalin renewed his motion to amend HF 1259 (see attached H1259A1
amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Discussion was held.

A handout was distributed to members of the committee from the Federal Voting Assistance Program.

Representative Emmer moved to amend HF 1259, as amended, as follows:

Page 2, line 16, after parent, insert "who is serving or has served and"

Representative Emmer withdrew his motion to amend HF 1259.

Representative Kalin renewed his motion that HF 1259, as amended, be recommended to
pass and placed on the General Register. THE MOTION PREVAILED.

Scheduled for hearing: Continuation of: H. F. 1110 (Hilty), as amended (see
attached H1110DE1 amendment.)

A bill for an act relating to elections; changing certain definitions, voter registration procedures and requirements, filing requirements, voting procedures, election day prohibitions, etc.

Representative Hilty moved that HF 1110, as amended, be recommended to pass and re-referred to the Committee on Finance.

Representative Hilty moved to amend HF 1110, as amended, (see attached H1110A20 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Nelson moved to amend HF 1110, as amended, (see attached H1110A12 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Emmer moved to amend HF 1110, as amended, (see attached H1110A8 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Howes moved to amend HF 1110, as amended (see attached H1110A15 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Emmer moved to amend HF 1110, as amended (see attached H1110A3 amendment.)

Testifying on the H1110A3 amendment:

Representative Emmer requested a roll call vote on the H1110A3 amendment.

Those voting nay: Pelowski, Hilty, Kahn, Kalin, Morgan, Nelson, Poppe, Simon, Winkler, and Wollschlager.

There were 6 ayes, and 10 nays, THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Representative Emmer moved to amend HF 1110, as amended, (see attached H1110A4 amendment).

Representative Olson requested a roll call vote on the amendment.

Those voting aye: Anderson, S., Brod, Emmer, and Olson

Those voting nay: Pelowski, Hilty, Kahn, Kalin, Morgan, Nelson, Peterson, N., Poppe, Simon, Winkler and Wollschlager.

Absent: Howes.

There were 4 ayes, and 11 nays, THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Representative Brod moved that HF 1110, as amended, be laid on the table. THE MOTION FAILED.

Representative Brod moved to amend HF 1110, as amended, (see attached H1110A19 amendment).

Testifying on the H1110A19 amendment:

The Chair was in doubt and requested a show of hands. There were 8 ayes, and 7 nays, THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hilty renewed his motion that HF 1110, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

The meeting was adjourned at 9:37 A.M.
