MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:01 A.M. on Tuesday, March 6, 2007, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Morgan moved that the minutes of March 1, be adopted. THE MOTION PREVAILED.

Scheduled for hearing was: H. F. 1223 (Hilty)

A bill for an act relating to elections; requiring certain postsecondary institutions to submit student residential housing lists; adding certain forms of identification as eligible proof of residence; etc.

Representative Hilty moved that HF 1223 be recommended to pass and re-referred to the Committee on Finance.

Representative Hilty moved to amend HF 1223 (see attached H1223A1 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Anderson, S. moved to amend the H1223A1 amendment as follows:

Page 1, line 12, delete "authorizing" and insert "prohibiting"

line 12, delete "to" and insert "from", delete the "e" after the word "provide"
and insert "ing"

Matt Gehring, House Research, clarified the sentence to read as follows:

"Institutions that do not consider student addresses to be public information
under applicable federal and state privacy laws must make release forms available to all students prohibiting the institution to provide the addresses to the secretary
of state."

Representative Anderson, S., withdrew her amendment.

Representative Hilty renewed his motion that HF 1223 be recommended to pass, as amended, and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Morgan recognized students in the audience from Burnsville High School who were visiting the Capitol and observing the committee process.

Scheduled for hearing was: H. F. 492 (Haws) 1st Engrossment

A bill for an act relating to public safety; establishing a short-term offender advisory task force; requiring a report that includes task force recommendations on short-term offender program and reimbursing counties.

Chairman Pelowski moved that HF 492 1st Engrossment be recommended to pass and placed on the General Register.

Chairman Pelowski withdrew his motion.

Chairman Pelowski moved that HF 492 1st Engrossment be recommended to pass and re-referred to the Committee on Finance.

Chairman Pelowski moved to amend HF 492 1st Engrossment (see attached H0492A1 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on HF 492 1st Engrossment:

Representative Kahn moved to amend HF 492 1st Engrossment, as amended, as follows:

Page 2, line 6, delete "January 15" and insert "February 1"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski renewed his motion that HF 492 1st Engrossment, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Scheduled for hearing was: H. F. 965 (McFarlane)

A bill for an act relating to elections; permitting appointment of election judges not affiliated with a major political party; etc.

Chairman Pelowski moved that HF 965 be recommended to pass and placed on the General Register.

Representative McFarlane explained HF 965.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Page 1, line 18, delete "206.64, subdivision 2;"

THE MOTION PREVAILED. THE AMENDMENT AS AMENDED WAS ADOPTED.

Chairman Pelowski renewed his motion that HF 965, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 9:36 A. M.
