GOVERNMENTAL OPERATIONS, REFORM, TECHNOLOGY AND ELECTIONS

MINUTES

Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Thursday, March 1, 2007, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Morgan moved that the minutes of February 28, 2007, be adopted. THE MOTION PREVAILED.

Scheduled for hearing was: H. F. 144/Hortman/S. F. 463* (Betzold)

A bill for an act relating to notaries public; increasing maximum fees; etc.

Chairman Pelowski moved that S. F. 463 be recommended to pass and re-referred to the Committee on Finance.

Rep. Hortman explained S. F. 463.

Testifying on S. F. 463:

Lona Schreiber, Inter-governmental Coordinator, Anoka County
Susan Anderson, License Bureau/Vital Statistics Coordinator, Anoka County

Chairman Pelowski moved to amend SF 463 (see attached MS/HRD amendment).

Chairman Pelowski moved to incorporate an amendment to the MS/HRD amendment, as follows:

Line 2, delete "four" and insert "five"

THE MOTION PREVAILED. THE MS/HRD AMENDMENT WAS ADOPTED, AS AMENDED.

Chairman Pelowski renewed his motion that SF 463 be recommended to pass, as amended, and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Morgan assumed the chair.

Scheduled for hearing was: H. F. 1036 (Pelowski)

A bill for an act relating to elections; exempting lobbying activities related to a ballot question from campaign finance reporting requirements, etc.

Representative Pelowski moved that HF 1036 be recommended to pass and placed on the General Register.

Representative Pelowski explained HF 1036.

Jean Olson, Campaign Finance and Public Disclosure Board

Matt Gehring, House Research, explained definitions of HF 1036.

Representative Pelowski renewed his motion that HF 1036 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 9:30 A.M.
