TRANSPORTATION POLICY AND FINANCE COMMITTEE
MINUTES


Representative Lieder, Chair of the Committee, called the meeting to order at 6:08 P.M.on March 12, 2008, in the Basement Hearing Room of the State Office Building. The Committee Legislative Assistant noted the roll.

Rep. Morrow moved the minutes of March 11, 2008. THE MOTION PREVAILED.

Rep. Hornstein moved adoption of the subcommittee reports on:

HF 3792 (Hortman) Rep. Hornstein moved that HF 3792 be returned to the Finance committee with the recommendation to pass and be rereferred to the Local Government & Metropolitan Affairs committee. THE MOTION PREVAILED.

HF 2968 (Ward) Rep. Hornstein moved that HF 2968 including amendment H2968A2 be recommended to pass and rereferred to the Public Safety and Civil Justice committee. THE MOTION PREVAILED.

HF 2628 (Norton) Rep. Hornstein moved that HF 2628 be recommended to pass and rereferred to the Public Safety and Civil Justice committee. THE MOTION PREVAILED.

HF 2460 (Dill) Rep. Hornstein moved CEH2460-1 and DH2460CR1 be recommended to pass and rereferred to the Public Safety and Civil Justice committee. THE MOTION PREVAILED.

The next order of committee business was HF 3800 (Hornstein) the omnibus transportation policy bill. Rep. Hornstein moved the HF 3800 delete everything amendment A08-1343. THE MOTION PREVAILED. Rep. Hornstein moved the H3800A9 amendment. THE MOTION PREVAILED. Rep. Lieder moved the H3800A2 amendment. The amendment was laid over. Rep. Erhardt moved consideration of HF 3833 that had been laid over at yesterday's hearing. Rep. Erhardt moved the H3833A1 amendment to HF 3833. THE MOTION PREVAILED. Rep. Erhardt moved that HF 3833, as amended, be incorporated into the HF 3800 delete everything amendment. THE MOTION PREVAILED. Howard Marcus, Transportation Services and Lee McGrath, Institute for Justice, spoke to the bill. Rep. Hortman moved to reconsider the HF 3833 committee action. After committee discussion, Rep. Hortman withdrew her motion to reconsider. Rep. Morrow moved the H3800A3 amendment. THE MOTION PREVAILED. Rep. Hornstein moved the H3800A4 amendment. THE MOTION PREVAILED. Rep. Madore moved the H3800A5 amendment. The amendment was laid over. Rep. Lieder moved the H3800A6 amendment. THE MOTION PREVAILED. Rep. Hornstein moved the H3800A7 amendment. THE MOTION PREVAILED. Rep. Hornstein moved the H3800A8 amendment. THE MOTION PREVAILED. Rep. Hornstein moved the H3800A10 amendment. THE MOTION PREVAILED.
