MINUTES


Representative Kahn, Chair of the Division, called the meeting to order at 2:24 P.M. on March 13, 2008 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 3453 (Kahn) - Starbase program effectiveness study provisions modified

Chair Kahn moved that HF 3453 be heard and recommended to pass and re-referred to the Finance Committee.

Kim Van Wie, Executive Director, Starbase MN, testified in support of HF 3453.

Chair Kahn renewed her motion that HF 3453 be heard and recommended to pass and re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 3969 (Kahn) - Help America Vote Act funds transfer authorized

Chair Kahn moved that HF 3969 be heard and recommended to pass and re-referred to the Finance Committee.

Beth Fraser, Director of Governmental Affairs for the Secretary of State, testified in support of HF 3969.

Chair Kahn moved an oral amendment to HF 3969 as follows:
Page 1, after line 9, insert "(Effective Date) This section is effective the day following the final enactment."

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 3969, as amended, be heard and recommended to pass and re-referred to the Finance Committee. THE MOTION PREVAILED.



HF 3493 (Solberg) - Disaster relief funding provided, state reimbursement provided, and money appropriated.

Representative Poppe moved that HF 3493 be heard and recommended to pass and re-referred to the Finance Committee.

Representative Solberg and John Kerr, Deputy Director, MN Division of Homeland Security and Emergency Management, testified in support of HF 3493.

Representative Poppe renewed her motion that HF 3495 be recommended to pass and re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 3737 (Solberg) - State agency budget access provided to members of the legislature, forecast of general fund cash flow required, budget modifying deadline provided, deficiency requests deadline imposed, and obsolete requirements eliminated.

Representative Hilty moved that HF 3737 be heard and recommended to pass and re-referred to the Finance Committee.

Representative Hilty moved the A-1 Amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Brent Gustafson, Fiscal/Planning Director, Department of Finance, explained some of the concerns the Department has about the bill.

Chair Kahn moved an oral amendment to HF 3737 as follows:
Page 3, delete lines 24 through 33
Page 4, delete lines 1 and 2

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn moved an oral amendment to HF 3737 as follows:
Page 4, line 7, after "chair" insert, "and ranking minority member"
Page 4, line 8, after "chair" insert, "and ranking minority member"
Page 4, line 8, before the period insert, "and to any other legislator upon request"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Bill Marx, Chief Fiscal Analyst, explained the effects and potential problems this bill would have on agency reports to the legislature.

Chair Kahn laid over HF 3737 for future consideration.

HF 3587 (Solberg) - Budget recommendations development specified, and state agencies required to provide information.

Representative Hortman moved that HF 3587 be heard and recommended to pass and re-referred to the Finance Committee.

Chair Kahn moved an oral amendment to HF 3587 as follows:
Page 1, line 12, delete everything before the period

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Brent Gustafson, Fiscal/Planning Director, Department of Finance, pointed out the Departments concerns about the bill.

Representative Poppe moved an oral amendment to HF 3587 as follows:
Page 1, line 11, after "provide" insert "requested" and delete "to the commissioner or"



THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hortman renewed her motion that HF 3587 be recommended to pass, as amended, and re-referred to the Finance Committee. THE MOTION PREVAILED
