MINUTES


Representative Michael Paymar, Chair of the Public Safety Finance Division Committee, called the fortieth meeting to order at 8:12 a.m., Tuesday, March 4, 2008 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Report on the Youth Intervention Research Presentation, "Analyzing the Social Return on Investment in Youth Intervention Programs: A framework for Minnesota."

Presenting on behalf of the report:
Paul Anton, Chief Economist, Wilder Research
J. Scott Beaty, Executive Director, Minnesota Youth Intervention Programs

A quorum was present at 8:27 a.m.

Rep. Lillie moved approval of the minutes as corrected: Delete: "Roberty", Insert: "Roberta." Delete: "Public Safety Finance bonding bill", Insert: "Public Safety supplemental budget bill." MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF1625 (Hosch) Order of protection and restraining order durations extended after multiple violations or continued threats

Chair Olin moved that HF1625 be heard.

Rep. Hosch presented HF1625.

Testified in support of HF1625:
Carla Ferucci, Director of Public Policy and Prevention, Minnesota Coalition for Battered Women

Chair Olin renewed the motion that HF1625 be recommended to pass and be re-referred to the committee on Finance with a referral to the General Register.

HF3102 (Bigham) Domestic and child abuse previous incidents definitions provided, and predicate crimes list expanded.

Chair Olin moved that HF3102 be heard.

Testified in support of HF3102:
James Backstrom, President, Minnesota County Attorney's Association

Chair Olin renewed the motion that HF3102 be laid over for possible inclusion in the Public Safety Finance supplemental budget bill.

Meeting was adjourned at 8:50 a.m.
