Representative Michael Paymar, Chair of the Public Safety Finance Division Committee, called the thirty-first meeting to order at 8:05 a.m., Thursday, March 22, 2007 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF1440 (Kahn) Adjusting the monetary threshold for certain property offenses

Chair Paymar moved that HF1440 be heard.

Rep. Kahn presented HF1440.

Chair Paymar moved the H1440A1 amendment. THE AMENDMENT WAS ADOPTED.


Chair Paymar renewed the motion that HF1440, as amended, be re-referred to the Committee on Finance with a recommended re-referral to the Committee on State Government Finance. MOTION PREVAILED.

HF1342 (Smith) Defining qualified domestic violence-related offenses and crimes of violence.

Rep. Smith moved HF1342 to be heard and laid over for possible inclusion in the Public Safety Finance Division omnibus bill.

Chair Paymar moved that HF0243, HF1737, HF0700, HF0698, HF1733, HF1220, HF0414, HF1628, HF1858, HF1859, and HF1734 be laid over for possible inclusion in the Public Safety Finance Division omnibus bill. MOTION PREVAILED.

Rep. Zellers moved approval of the minutes for March 19 and March 20, 2007. MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF0311 (Hornstein) Doubling fines for moving violations committed while operating mobile phones; providing affirmative defense to double fine.

Chair Paymar moved HF0311 to be re-referred to the Committee on Finance with a recommendation for re-referral to the Public Safety and Civil Justice Committee.

Rep. Hornstein presented HF0311.
