Chair Huntley called the thirty-second meeting to order at 12:17 p.m. on Wednesday, March 28, 2007, in Room 200 of the State Office Building. A quorum was present. The clerk noted the roll:

Rep. Bunn moved that HF 1873 be recommended to pass and returned to the Committee on Finance and further moved adoption of the A07-0620 delete all amendment. The motion prevailed.

Rep. Bunn presented the bill and discussion followed.

Rep. Abeler moved to amend HF 1873, the A07-0620 delete all amendment, as follows:

page 25, line 25.4, delete "2009" and insert "2008" and delete through line 25.5

Jim Golden of the Department of Health came to the table to testify and Rep. Abeler withdrew his amendment.

Rep. Thissen moved on page 11, delete lines 11.12 through 12.4. The motion prevailed.

Rep. Thissen further moved on page 28, after line 28. 13, insert "(d) in promulgating the rules in paragraph (a), the commissioner shall not require data content that is not essential to accomplish the purpose of the transaction in subdivision 1."

David Feinwacs, General Counsel, the Minnesota Hospital Association and Julie Brunner, Executive Director of the Minnesota Council of Health Plans, came to the table to respond to questions.

There being no further discussion, the motion prevailed. The Thissen oral amendment was adopted.

Rep. Dean moved to amend HF 1873, the A07-0620 delete all amendment, by deleting Subdivision 5 on page 32, lines 32.13 through 32.27. Discussion followed and Rep. Liebling requested a roll call vote, with the Dean amendment failing on an 11-7 vote as follows:

Brief discussion followed and Rep. Brod moved to amend A07-0620 as follows:

page 32, line 32.13, strike "MinnesotaCare" and changes "option" to "Options"
line 32.14 delete "the feasibility of a creating a" and insert after on "options for serving"
line 32.15, change "employer" to "employers." and delete the remainder of Subd. 5 through line 32.27. Rep. Brod also requested a roll call vote .

Rep. Liebling asked Rep. Brod whether she would be willing to incorporate:

line 32.15, after "employers" insert "and their employees"

Rep. Brod agreed to incorporate this language.

Rep. Loeffler asked Rep. Brod whether she would be willing to incorporate:

line 32.15, after "and their employees" insert "and self-employed individuals."

Rep. Brod agreed to incorporate this language as well.

There being no further discussion, the roll was taken and the Brod amendment was adopted 16-4 as follows:

Following the vote, Rep. Liebling considered amending the previously amended section on page 32 by inserting before the period ", including the option of a buy-in to Minnesota Care"

Rep. Brod proposed amending the Liebling amendment by inserting before the period "and private market solutions" Rep. Liebling agreed to incorporate the Brod language into her amendment. However, after more discussion, Rep. Liebling subsequently withdrew her oral amendment to the Brod amendment.

Nathan Morroco, Department of Employee Relations, came to the table to testify.

Rep. Peppin moved to amend HF 1873, the A07-0620 delete all amendment, as follows and requested a roll call vote:

on pages 32-33, strike Subdivision 11 of Section 7 (lines 32. 28 through 33.3) and renumber subsequent sections accordingly

Discussion followed and the Peppin motion did not prevail, failing on a 5-14 roll call vote as follows:

Rep. Bunn renewed her motion that HF 1873, as amended, be recommended to pass and returned to the Committee on Finance. The motion prevailed.
