Representative Al Doty, Vice Chair of the Committee, called the meeting to order at 8:12 A.M. on March 29, 2007, in Room 5 of the State Office Building.

HF1651 Wagenius, Environmental and natural resources funding provided; revenue disposition, fees, and accounts modified; off-highway vehicle safety program established; sustainable forest provisions continued; and money appropriated

Representative Wagenius moved the following oral amendment to HF1651: line 6.26, change "$76,000" to "$760,000"; line 14.11 after "appropriated", insert "to the commissioner"; line 41.29, replace "chapter" with "section". THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Hansen moved the H1651A17 amendment. THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Hansen moved the H1651A18 amendment.

Representative Hansen moved the following oral amendment to the H1651A18 amendment: line 1.8, delete "native" and insert between "restored" and "prairie". THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT IS ADOPTED.

Representative Hansen renewed his motion of the H1651A18 amendment. THE MOTION PREVAILED AND THE AMENDMENT AS AMENDED IS ADOPTED.

Representative Knuth moved the H1651A15 amendment. THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Knuth moved the following oral amendment to HF1651: line 72.33, after "agencies" and before "that", insert "or local units of government". THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Peterson moved the H1651A13 amendment. THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.


Representative Dill moved the H1651A14 amendment. THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Dill moved an oral amendment to HF1651 as follows: line 78.13, delete "American and international". THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Scalze moved an oral amendment to the amendment as follows: line 1.16, replace "fish" with "minnows"; THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT IS ADOPTED.

Representative Scalze presented the A07-0634 amendment as amended.

Ed Bogess, Fish and Wildlife Deputy Director, Department of Natural Resources, testified to the amendment.

Representative McNamara moved the following oral amendment: line 1.22, replace "the day following final enactment" with "July 7th, 2008". THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT IS ADOPTED.

Representative Scalze renewed her motion of the A07-0634 amendment as amended THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Hansen moved the H1651A19 amendment. THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Moe moved the H1651A22 amendment.

Representative Hackbarth asked for a division. On a vote of 13 ayes and 2 nays, THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Tingelstad moved the A07-638 amendment. The Chair called for a division. On a vote of 6 ayes and 8 nays, THE MOTION FAILED.

Representative Tingelstad moved the A07-0630 amendment.

Representative Tingelstad moved the following oral amendment to the amendment: line 1.7, delete "Park" and insert "Recreation Area". THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT IS ADOPTED.

Representative Tingelstad renewed her motion of the A07-0630 amendment. THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative McNamara moved the A07-0617 amendment.

Representative McNamara moved the following amendment to the amendment: line 1.5, between "after" and "line", insert "the period in" and replace "25" with "16". Line 1.6, replace both instances of "$500,000" with "$250,000 of this amount". Line 1.7, replace "the" with "a". Lines 1.8 - 1.10, delete everything after "program" and insert "This appropriation is one-time only". Delete lines 1.11 - 1.25. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT IS ADOPTED.

Representative McNamara renewed his motion of the A07-0617 amendment. THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Hackbarth moved the following oral amendment: delete Sec. 54 in its entirety.

HF1420 Poppe¸ Individual sewage treatment design, installation, maintenance, inspection, and operation licensing requirements modified

Representative Wagenius moved that HF1420 be recommended to pass and re-referred to the committee on Finance, with a recommendation that it then be sent to the General Register.

Representative Wagenius moved the following oral amendment: line 3.3, delete "the Geoscience Professional Organization". THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.
