MINUTES


Chair Wagenius called the meeting to order at 4:29 P.M. on March 17th, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF3292 Dittrich, School trust fund lands management provided, school trust fund land return improvements provided, Permanent School Fund Advisory Committee mission redefined, and report provided.

Chair Wagenius moved the bill for possible inclusion and moved the H3292DE3 amendment. THE MOTION PREVAILED AND THE H3292DE3 AMENDMENT IS ADOPTED.

Representative Dittrich presented her bill as amended.

Grace Schwab of the Minnesota School Boards Association testified in support.

Diadra Decker, Inver Grove Heights citizen, testified in opposition.

The bill was laid over.


HF3625 Hansen, Natural resources administrative sites sales proceeds disposition provided, and money appropriated.

Representative Hansen moved his bill.

Bob Meier, Assistant Commissioner of the Department of Natural Resources (DNR), presented the bill.

The bill was laid over.


HF3550 Hansen, Viral hemorrhagic septicemia control provided.

Representative Hansen moved his bill for possible inclusion in the omnibus finance bill.

Ed Boggess and Roy Johannes of DNR's Fish and Wildlife Division testified on the bill.

Dr. David Starling, veterinarian, testified on the bill.

The bill was laid over.


HF3429 Hansen, Administrative penalty orders provided, civil penalties provided, implementation plan required, and rulemaking exemption provided.

Representative Hansen moved and presented his bill.

The bill was laid over.


HF3627 Dill, Vermilion Highlands Wildlife Management Area shooting sports facilities funding provided, and money appropriated.

Representative Dill moved his bill.

Representative Dill moved an oral amendment as follows: line 1.7 after "to", add "study,". THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Dill presented his bill as amended.

The bill was laid over.


HF3032 Dill, Critical habitat private sector matching account and outdoor recreation system modified; state parks, forests, and recreation areas modified; state land sales and conveyances provided; and 30-year leases authorized for wind energy projects.

Representative Dill moved his bill for possible inclusion.

Representative Dill moved the H3032A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Dill presented his bill as amended.

Representative Gardner moved his bill for possible inclusion in the omnibus Environment Finance bill.

HF3540 Gardner, Waste Management Act modified, principles established, construction and demolition waste recycling required, standards set, compostable material regulated, decline of phone directory allowed, and model ordinance and study required.

Representative Gardner moved his bill for possible inclusion and presented it.

Representative Gardner moved the H3540A3 amendment.. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Gardner presented his bill as amended.

Garth Hickle, Minnesota Pollution Control Agency (MPCA) Product Stewardship Team Leader, testified on the bill.

Nancy Hylden of the Yellow Pages testified in opposition.

Lisa Thorvig, MPCA Municipal Division Director, testified on the bill.

Representative Gardner moved the H3540A4 amendment. THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Scalze moved that the minutes of March 13 be approved. THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.
