MINUTES


Chair Wagenius called the meeting to order at 8:21 A.M. on March 6th, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:22 A.M.

HF3312 Olin, Drainage system repair fund modified to maximum amount allowed.

Chair Wagenius moved that HF3312 be recommended to pass and re-referred to the Finance Committee.

Reprsentative Olin presented his bill.

Jonathan Bohn, Minnesota Association of Watershed Districts, testified on the bill.

Al Kean, Chief Engineer, Board of Soil and Water Resources (BWSR), testified on the bill.

Chair Wagenius renewed her motion. THE MOTION PREVAILED AND HF3312 IS RECOMMENDED TO PASS AND RE-REFERRED TO THE COMMITTEE ON FINANCE.


HF3292 Dittrich, School trust fund lands management provided, school trust fund land return improvements provided, Permanent School Fund Advisory Committee mission redefined, and report provided.

Representative Dittrich presented information on her bill and on the A08-1268 amendment.

Bob Meier, Assistant Commissioner or the Department of Natural Resources (DNR), testified on the bill.

Grace Schwab, Minnesota School Boards Association, testified in support of the bill.

Vice Chair Doty took the gavel at 8:57 A.M.

Representative Gardner moved that the minutes of February 18th, 19th, 20th, 21st, 26th, 28th and March 4th be approved. THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF2745 Wagenius, Environment and natural resources trust fund repayment provided, and money appropriated.

Representative Wagenius moved and presented her bill.

Susan Thornton, Acting Director, Legislative-Citizen Commission on Minnesota Resources (LCCMR), testified on the bill.

Representative Wagenius moved the H2745A1 amendment.

Representative Wagenius presented the amendment.

Representative Wagenius renewed her motion. THE MOTION PREVAILED AND THE H2745A1 AMENDMENT IS ADOPTED.

Representative Tingelstad spoke in favor of the bill as amended.

Representative Wagenius renewed her motion of the bill. THE MOTION PREVAILED AND HF2745 AS AMENDED IS RECOMMENDED TO PASS AND RE-REFERRED TO THE COMMITTEE ON FINANCE.

The meeting adjourned at 9:21 A.M.
