ENVIRONMENT AND NATURAL RESOURCES FINANCE COMMITTEE

MINUTES


Representative Jean Wagenius, Chair of the Committee, called the meeting to order at 8:05 A.M. on January 25, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Michael McDonough, Manager of Research and Planning with the Legislative-Citizen Commission on Natural Resources (LCCMR), introduced the topic of the Environment and Natural Resources Trust Fund recommendations.

A quorum was present at 8:06 A.M.

Dr. Deb Swackhamer, Co-Director, Water Resources Center and Interim Director, Institute on the Environment at the University of Minnesota, presented the Minnesota Statewide Conservation and Preservation Plan.

Jean Coleman of CR Consulting testified on the Minnesota Statewide Conservation and Preservation Plan.

Chair Wagenius announced that there will be a joint presentation on global warming to several House and Senate committees on Tuesday, January 30th at 4:00 P.M. in the House Chamber.

Representative Scalze moved that the minutes of January 23, 2007 be approved. THE MOTION PREVAILED.

John Velin, Director, LCCMR, introduced the LCCMR Biennial Report.

HF293 (Tingelstad)

Representative Tingelstad moved that HF293 be recommended to pass and re-referred to the Taxes Committee.

Representative Tingelstad presented HF293, a bill for an act relating to state government; appropriating money for environment and natural resources; modifying meeting requirements of the Legislative-Citizen Commission on Minnesota Resources; amending Minnesota Statutes 2006, section 116P.08, subdivision 5.

Representative Solberg, ex-officio member of the committee, arrived.

Representative Wagenius moved the H0293A1 amendment (attached). THE AMENDMENT WAS ADOPTED.

Representative McNamara moved to orally amend HF293 as follows: page 3, line 26, after the word "plan" and before the period, insert "including year-round public access for recreational purposes".

Chair Wagenius moved to orally amend the amendment as follows: after "year-round", insert "outdoor".

Chair Wagenius laid the bill on the table.


The meeting was adjourned at 9:37 A.M.
