MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 1:05PM on March 14, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF3263 (Clark) A bill for an act relating to education; integrating instruction about the contributions of Minnesota American Indian tribes and communities into teacher preparation and licensing requirements.
Representative Greiling moved HF2812 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Greiling moved to orally amend HF3263 as follows:
Page 3, delete lines 13 to 18
Page 4, line 1, delete ‘must' and insert ‘may’

Representative Clark and Jacqueline Fraedrich, Robbinsdale School District, testified.

A quorum was present at 1:10pm.

Representative Dettmer moved the minutes of March 13, 2007 be adopted.

HF3629 (Slocum) A bill for an act relating to education; establishing a temporary, three-year appeals process for high school seniors who do not receive a passing score on the state GRAD test; directing the education commissioner to evaluate this process and make recommendations.

Representative Greiling moved HF3629 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Slocum and Kent Pekel, Executive Director, University of Minnesota's Consortium for Post-Secondary Success, testified.

Representative Greiling moved HF3403 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

HF3470 (Winkler) A bill for an act relating to education; directing the Minnesota Department of Education to collaboratively establish, maintain, and revise statewide technology standards and guidelines for school districts to use in improving the academic achievement of all students.

Representative Greiling moved HF3470 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Winkler moved to orally amend HF3407 as follows:
Page 1, line 22, delete ‘June 1, 2012’ and insert ‘December 1, 2008’

HF4005 (Bly) A bill for an act relating to energy; authorizing school boards to form business entity solely for wind energy project; providing exemption from production tax.

Representative Morrow moved HF4005 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Morrow moved to orally amend HF4005 as follows:
Page 1, line 18, delete ‘471.49’ and insert ‘471.59’

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Morrow offered A08-1407 as an amendment to HF4005.

HF3390 (Loeffler) A bill for an act relating to public health; adding nutrition as a required academic standard; establishing a statewide health improvement program; establishing a health, nutrition, and physical education work group.

Representative Greiling moved HF3390 to pass and be re-referred to the Education Finance Division

Representative Greiling moved to orally amend HF3390 as follows:
Page 4, line 7, delete ‘curriculum’ and insert ‘academic’
