MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:15PM on March 22, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hilstrom moved the minutes of March 21, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF990 (Norton) A bill for an act relating to education; directing local school boards to adopt and implement a parent and family involvement policy.

Representative Greiling moved HF990 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Greiling moved to incorporate an oral amendment to HF990 as follows:

Page 1, line 23, delete ‘must' and insert ‘should’

Page 2, line 7, delete everything after ‘effective’ and insert ‘January 1, 2008.’

THE AMENDMENT WAS INCORPORATED.

Representative Norton testified.


HF1160 (Hilstrom) A bill for an act relating to local government; authorizing local governments and school districts to establish trusts to pay postemployment benefits to retired employees and officers.

Representative Hilstrom moved HF1160 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Committee on State Government Finance.

Representative Hilstrom and Tom Deans, Legislative Counsel, Minnesota School Boards Association, testified.

Representative Hilstrom renewed her motion that HF1160 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Committee on State Government Finance.

HF665 (Dittrich) A bill for an act relating to transportation; modifying school bus equipment standards.

Representative Dittrich moved HF665 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Dittrich, Brad Lundell, Lobbyist, Minnesota Association of Pupil Transportation, Dave Peterson, Communications Officer, Minnesota Association of Pupil Transportation, Jan Vanderwall, Transportation Chair, Roseville Area School District, and Gary Botzek, Lobbyist, Minnesota School Bus Operators Association, testified.


HF1887 (Slawik) A bill for an act relating to education; providing for a hearing loss early education intervention coordinator.

Representative Greiling moved HF1887 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Greiling moved to incorporate an oral amendment to HF1887 as follows:

Page 2, line 18, delete ‘$160,000’ and insert ‘$80,000’

Page 2, line 18, after ‘2008’ insert ‘and $80,000 in fiscal year 2009’

Page 2, line 22, delete ‘$60,000’ and insert ‘$30,000’

Page 2, line 22, after ‘2008’ insert ‘and $30,000 in fiscal year 2009’

Representative Slawik, Mary Hartnett, Minnesota Commission Serving Deaf and Hard of Hearing People, and Cynthia Weitzel, Public Policy Director, Minnesota Commission Serving Deaf and Hard of Hearing People, testified.


HF1794 (Slawik) A bill for an act relating to education; providing for children’s early literacy.

Representative Greiling moved HF1794 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Slawik, Beth Menninga, Coordinator, Words Work, St. Paul Foundation, and Renee L'Herault, teacher, St. Paul Foundation, testified.


HF1383 (Moe) A bill for an act relating to higher education; transferring the American Indian

Scholarship.

Representative Greiling moved HF1383 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Greiling moved to incorporate an oral amendment to HF1383 as follows:

Page 1, line 9, delete ‘at Bemidji State University’ and insert ‘in the Bemidji area’

Page 1, line 10, delete ‘. Office space and support must be provided’

Page 1, line 11, delete ‘by Bemidji State University’

Representative Moe, Erma Vizenor, Tribal Chairwoman, White Earth Tribe, Glory Kibbel, International Director, Minnesota Department of Education, and Cindy Peterson, Director, American Indian Student Support Services, testified.


HF1564 (Greiling) A bill for an act relating to education finance; creating a special education maintenance of effort adjustment.

Representative Hilstrom moved HF1564 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Committee on Ways and Means.

Representative Greiling testified.

Representative Greiling renewed her motion that HF1564 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Committee on Ways and Means.

HF2291 (Greiling) A bill for an act relating to education finance; providing full funding for Telecommunications/Internet access equity aid.

Representative Greiling moved HF2291 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Committee on Finance.

Representative Greiling renewed her motion that HF2291 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Committee on Finance.

HF2245 (Greiling) A bill for an act relating to education; modifying general education aid.

Representative Greiling moved HF2245 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the General Register.

HF2011 (Hornstein) A bill for an act relating to education finance; authorizing funding for the expansion of the rites of passage program as a way to narrow the racial achievement gap.

Representative Greiling moved HF1383 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Hornstein, Titilayo Bediako, Executive Director, We Win! Institute, Kertra Halbert, We Win! program participant, Minneapolis, and Deidra Williams, parent, Minneapolis, testified.


HF1424 (Paulsen) A bill for an act relating to education; developing world language proficiency, resources, and capacity.

Representative Morrow moved HF1424 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Higher Education and Workforce Development Policy and Finance Division.
