MINUTES


Representative Mindy Greiling, Chair of the Committee called the meeting to order at 2:20PM on March 8, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

HF978 (Hortman) A bill for an act relating to Capital improvements; appropriating money for a grant to Independent School District No. 11, Anoka-Hennepin, to purchase and restore native prairie and wetland adjacent to Riverview Elementary School; authorizing the sale and issuance of state bonds.

Representative Hortman testified.

A quorum was present at 2:25pm.

Representative Greiling moved HF978 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Capital Investment Committee.

Representative Greiling moved to amend HF978 as follows:

Page 1, line 8, delete ‘maximum effort school loan' and insert ‘bond proceeds’

Page 1, line 9, delete ‘Capital loan’ and insert ‘grant’

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Greiling renewed her motion that HF978 be recommended to pass, as amended, and be re-referred to the Committee on Education Finance with a recommended re-referral to the Capital Investment Committee.


Representative Faust moved the minutes of March 7, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF1120 (Sailer) A bill for an act relating to Capital improvements; providing for a maximum effort Capital loan to Independent School District No. 38, Red Lake; authorizing the sale and issuance of state bonds.

Representative Greiling moved HF1120 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Capital Investment Committee.

Representative Sailer and Monte Hammitt, Facilities Consultant, Red Lake Public Schools, testified.

Representative Greiling moved to adopt an oral amendment to HF1120 as follows:

Page 1, line 8, delete ‘$ . . . . .’ and insert ‘$30,000,000’

THE AMENDMENT WAS INCORPORATED.

Representative Greiling renewed her motion that HF1120 be recommended to pass, as amended, and be re-referred to the Committee on Education Finance with a recommended re-referral to the Capital Investment Committee.


HF1563 (Cornish) A bill for an act relating to education finance; expanding eligibility for the cooperative secondary facilities program.

Representative Greiling moved HF1563 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Capital Investment Committee.

Representative Cornish and Christy Wetzel, School Board Chair, United South Central, testified.

Representative Greiling renewed her motion that HF1563 be recommended to pass and be re-referred to the Committee on Education Finance with a recommended re-referral to the Capital Investment Committee.


HF1137 (Davnie) A bill for an act relating to education finance; authorizing the sale of certain bonds.

Representative Davnie moved HF1137 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Davnie, Jim Grathwol, Lobbyist, Minneapolis Public Schools, and Mary Gilbert, Legislative Liaison, St. Paul Public Schools, testified.


HF1198 (Mariani) A bill for an act relating to education finance; removing the five-year limit on funding for limited English proficiency programs.

Representative Dominguez moved the adoption of the subcommittee report on HF1198.

THE MOTION PREVAILED. THE REPORT WAS ADOPTED.

Representative Dominguez moved HF1198 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Mariani testified.


HF1186 (Greiling) A bill for an act relating to education; authorizing grants for collaborative urban educator recruitment and training programs.

Representative Dominguez moved the adoption of the subcommittee report on HF1186.

THE MOTION PREVAILED. THE REPORT WAS ADOPTED.

Representative Greiling moved HF1186 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Greiling testified.
