MINUTES


Representative Mindy Greiling, Chair of the Committee called the meeting to order at 2:15PM on March 7, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 2:25pm.

Representative Faust moved the minutes of March 6, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF841(Benson) A bill for an act relating to education finance; reestablishing program growth factors; increasing funding for special education programs.

Representative Benson moved HF841 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Benson testified.


HF833 (Brown) A bill for an act relating to education finance; providing additional special education aid; increasing the program growth factors in regular and excess cost special education revenue.

Representative Brown moved HF833 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Brown testified.

HF1318 (McFarlane) A bill for an act relating to education; eliminating the two-year lag in base funding.

Representative McFarlane moved HF1318 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative McFarlane and Ted Blaesing, Superintendent, White Bear Lake Public Schools, testified.


HF1084 (Davnie) A bill for an act relating to education; increasing and restoring funding for special education programs.

Representative Davnie moved HF1084 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Davnie testified.


HF977 (Davnie) A bill for an act relating to education; requiring state payment of certain excessive special education costs; increasing the program growth factor.

Representative Davnie moved HF977 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Davnie testified.


HF981 (Brown) A bill for an act relating to education finance; fully funding the state's special education revenue formulas; making the appropriation for special education aid open and standing.

Representative Brown moved HF981 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Brown testified.


HF1057 (Urdahl) A bill for an act relating to education; providing support to newly licensed teachers teaching in high-need subject areas and schools.

Representative Greiling moved HF1057 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Urdahl, Representative Sandy Peterson, Deborah Luedtke, Minnesota Department of Education Teacher Quality Supervisor, First Five Mentorship Program Coordinator, Eric Vernon, K-12 ESL teacher and participant in First Five Mentorship Program, Pilot Knob Elementary School, Mendota Heights/West Saint Paul School District, Rob Rand, teacher and participant in First Five Mentorship Program, Cedar Manor Intermediate School, St. Louis Park School District, and Jean Andrews, teacher and participant in First Five Mentorship Program, Fridley Middle School, testified.


HF811 (Wardlow) A bill for an act relating to education; providing professional development programs in mathematics and science.

Representative Greiling moved HF811 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Wardlow, Beth Aune, Ph.D., Director of Academic Standards and High School Improvement, Minnesota Department of Education, Emily Larsen, Ph.D., math teacher, White Bear Lake Public Schools, and Paul Agranoff, math teacher, St. Francis Middle School, testified.

The meeting was adjourned at 3:45pm.
