MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:15PM on February 28, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF987 (Davnie) A bill for an act relating to education finance; authorizing certain students over the age of 21 who attend a contract alternative program to continue to receive instruction at that school until graduation.

Representative Davnie, Rose Santos, Principal, International Academy, Carmen Pacheco, student, International Academy, Carol Dahlman, teacher, Wellstone High School, Asha Mohammed, student, Wellstone High School, and Mary Gilbert, Legislative Liason, St. Paul Public Schools, testified.

A quorum was present at 2:25pm.

Representative Dominguez moved the minutes of February 27, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

Representative Davnie moved HF987 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Davnie moved to amend HF987 as follows:

Page 1, line 2, delete ‘who'

Page 1, line 3, delete ‘attend a contract alternative program’

Page 2, line 27, strike ‘contract alternative’

HF980 (Knuth) A bill for an act relating to education finance; modifying the referendum aid adjustment for open enrollment students.

Representative Greiling moved HF980 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Knuth, Mike Volna, School Board Chair, St. Anthony/New Brighton School District, and Bruce Klaehn, Superintendent, Dover-Eyota School District, testified.

HF703 (Peterson) A bill for an act relating to education finance; authorizing levy authority for certain unfunded severance and retirement costs faced by school districts that have participated in the cooperative secondary facilities program.

Representative Greiling moved HF703 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Peterson and Bob Munsterman, Superintendent, Lac Qui Parle Public Schools testified.


HF1324 (Heidgerken) A bill for an act relating to education finance; authorizing levy authority for certain unfunded severance and retirement costs faced by school districts that have participated in the cooperative secondary facilities program.

Representative Heidgerken moved HF1324 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Heidgerken and Heidi Roggenkamp, School Board Chair, Minnewaska Area School District, testified.


HF831 (Sailer) A bill for an act relating to education finance; allowing Independent School District No. 2311, Clearbrook-Gonvick, to use health and safety revenue to demolish a building.

Representative Marquart moved HF831 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Sailer and Diane Lehse, Superintendent, Clearbrook-Gonvick Public Schools, testified.


HF1147 (Sailer) A bill for an act relating to education finance; completing security improvements at Independent School District No. 38, Red Lake.

Representative Greiling moved HF831 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Sailer and Monte Hammitt, Facilities Consultant, Red Lake Public Schools, testified.


HF982 (Norton) A bill for an act relating to education; extending the date by which Independent School District No. 535, Rochester, must certify proposed property tax levy to county auditor.

Representative Greiling moved HF982 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Norton and John Kaul, School District Lobbyist, Rochester Independent School District No. 535, testified.

Representative Greiling moved to incorporate an oral amendment to HF982 as follows:

Page 1, line 9, delete ‘31’ and insert ‘8’

THE AMENDMENT WAS INCORPORATED.
