MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:15PM on February 22, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF804 (Atkins) A bill for an act relating to education; raising kindergarten through grade 12 academic achievement through increased student participation in international baccalaureate courses and programs in addition to preadvanced placement and advanced placement programs.

Representative Atkins, Dana Babbitt, Superintendent, South Saint Paul Public Schools, Krista Edtsen, Parent, South Saint Paul Public Schools, Mahfuza Ali, Parent, South Saint Paul Public Schools, Mitch Biebighauser, Senior Student, Minnetonka High School, KC Garvey-Hall, Senior Student, Minnetonka High School, and Chapin Hall, Parent, Minnetonka High School, testified.

A quorum was present at 2:25m.

Representative Greiling moved HF804 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Mariani moved the minutes of February 21, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF417 (Bigham) A bill for an act relating to education; providing for an elementary and middle school years international baccalaureate pilot program.


Representative Swails moved HF417 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Bigham and Connie Garling, Principal, Lincoln Center Elementary School, testified.


HF233 (Hilstrom) A bill for an act relating to education; providing for an international baccalaureate pilot program across all grades of a school district.

Representative Hilstrom moved HF233 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Hilstrom and Keith Lester, Superintendent, Brooklyn Center Public Schools, testified.

HF1088 (Davnie) A bill for an act relating to education; providing funding for concurrent enrollment program.

Representative Davnie moved HF1088, first engrossment, be recommended to pass and be re-referred to the Education and Economic Competitiveness Finance Division with a recommended re-referral to Higher Education and Workforce Development Policy and Finance Division.

Representative Davnie moved to amend HF1088 as follows:

Page 2, line 15, delete ‘$……. in fiscal year 2008 and $…….' and insert ‘$4,967,000 in fiscal year 2008 and $5,215,000’

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Davnie, Cindy Crist, System Director for P-16 Collaboration, MnSCU, Warren Peterson, Principal, Cloquet Senior High School, Larry Peterson, Superintendent, Eden Valley-Watkins Public Schools, and Representative Buesgens, testified.

Representative Davnie renewed his motion that HF1088, as amended, be recommended to pass and be re-referred to the Education and Economic Competitiveness Finance Division with a recommended re-referral to Higher Education and Workforce Development Policy and Finance Division.

THE MOTION PREVAILED.


HF806 (Faust) A bill for an act relating to education finance; increasing funding for career and technical programming by adding an aid component.

Representative Faust moved HF866 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Faust, Julie Halverson, Coordinator, MN Association of Career and Technical Administrators, Ray Hoheisel, Executive Director, East Central Workforce Partnership, Mo Amundson, Legislative Liason, Rochester Public Schools and Rochester Community and Technical College, and Jerry Schoenfeld, Executive Director, MN Association of Agricultural Education, testified.


The meeting was adjourned at 3:45PM.
