MINUTES


Representative Terry Morrow, Vice-Chair of the Committee, called the meeting to order at 2:15PM on March 13, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF365 (Morgan) A bill for an act relating to education finance; modifying the alternative teacher pay calculation for intermediate school districts.

Representative Morgan and Connie Hayes, Superintendent, NE Metro Intermediate School District #916, testified.

A quorum was present at 2:20pm.

Representative Morgan moved HF365 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Faust moved the minutes of March 8, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF805 (Ruud) A bill for an act relating to education; removing the inflationary adjustment limitation.

Representative Morrow moved HF805 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Ruud and Dennis Peterson, Superintendent, Minnetonka Public Schools, testified.



HF1428 (Davnie) A bill for an act relating to education; appropriating money for site decision-making program grants.

Representative Davnie moved HF1428 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Davnie moved to incorporate an oral amendment to HF1428 as follows:

Page 1, line 13, delete ‘$ . . . . .' and insert ‘$300,000’

THE AMENDMENT WAS INCORPORATED.

Representative Davnie, Jay Ritterson, teacher, Minneapolis Federation of Teachers and Kate Towle, Parent, Minneapolis School District, testified.


HF558 (Peterson, A) A bill for an act relating to education finance; creating a financial incentive for school districts to share superintendents.

Representative Morrow moved HF558 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Peterson, Loren Hacker, Superintendent, Canby and Hendricks School Districts and Sam Walseth, Director of Legislative Action, Minnesota Rural Education Association testified.


HF1411 (Howes) A bill for an act relating to education finance; creating a new component of general education revenue to support small school districts with declining enrollment.

Representative Morrow moved HF1411 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Howes testified.


HF1565 (Welti) A bill for an act relating to education finance; increasing the state aid for consolidating school districts.

Representative Morrow moved HF1565 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Welti and Eric Bartleson, Superintendent, Plainview-Elgin-Millville School District, testified.


HF668 (Garofalo) A bill for an act relating to education finance; increasing the aid payment percentage from 90 percent to 95 percent.

Representative Garofalo moved HF668 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Garafalo testified.


HF153 (Urdahl) A bill for an act relating to education finance; creating a financial incentive for school districts to share superintendents.

Representative Heidgerken moved HF153 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Urdahl testified.



HF521 (Heidgerken) A bill for an act relating to veterans; providing a day off with pay to certain veterans on Veteran’s Day; requiring certain instruction; encouraging employers to honor Veteran’s Day.

Representative Heidgerken moved HF521 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Heidgerken moved to incorporate an oral amendment to HF521 as follows:

Page 1, line 9, after ‘pay’ insert ‘(a personal day of leave qualification)’

THE AMENDMENT WAS INCORPORATED.

HF927 (Hortman) Equity, transition, and referendum revenue programs equalizing factor increased.
HF1518 (Brown) Local government aid programs and appropriations modified, and school finance equalizing factors indexed.
HF800 (Demmer) School districts and counties mutually authorized to mutually agree to extend the time allowed before the date of the proposed property tax levy certification.
HF1692 (Davnie) Taxpayer notice modified on renewal of school district operating referendum.
