MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 6:05 P.M. on Monday,
March 10, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Rukavina invited Representative Dill to begin his presentation of HF 3602.

HF 3602 (Dill)

Representative Dettmer moved that HF 3602 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Chair Rukavina discussed the motion, and suggested hearing the bill first and then deciding what the appropriate motion should be.

Representative Dill presented HF 3602, relating to economic development; amending business subsidy provisions; defining terms.

Connie Christenson, Economic Development Representative, Economic Development Association of Minnesota, introduced herself and provided testimony regarding HF 3602.

Kathy Hahne, Attorney with Faegre and Benson and representing the Economic Development Association of Minnesota, introduced herself and provided testimony regarding HF 3602.

Representative Dettmer renewed his motion that HF 3602 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 3628 (Eastlund)

Representative Eastlund moved that HF 3628 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Eastlund presented HF 3628, relating to higher education; requiring a common course numbering system for the Minnesota State Colleges and Universities.

Representative Eastlund moved to amend HF 3628 with the amendment H3628DE1, attached.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Scott Formo, President, Minnesota State College Student Association, introduced himself and provided testimony in support of HF 3628.

Amy Bothun, Student at Augsburg College, introduced herself and provided testimony in support of HF 3628.

J. J. Jouppi, Executive Director, Minnesota State University Student Association, introduced himself and provided testimony in opposition to HF 3628.

Monte Bute, Professor at Metropolitan State University, on behalf of Interfaculty Association, introduced himself and provided testimony in opposition to HF 3628.

Representative Slocum moved that HF 3684 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Slocum presented HF 3684, relating to employment; appropriating money for the Hennepin-Carver Workforce Investment Board.

Representative Rukavina moved that HF 3722 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Rukavina presented HF 3722, relating to unemployment insurance; providing for extended unemployment benefits under certain circumstances.

Representative Rukavina moved to amend HF 3722 with the amendment H3722DE2, attached.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Rukavina moved to amend the amendment H3722DE2 as follows:

Page 5, line 4, after "from" delete "the" and after "insurance" delete "trust fund" and

insert "program administrative funds generated by penalties imposed under Chapter 268."

Page 6, line 25, delete "befits" and insert "benefits"

Representative Mahoney moved that HF 3782 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Mahoney presented HF 3782, relating to economic development; establishing an Office of Science and Technology in the Department of Employment and Economic Development; providing for small business assistance and development; appropriating money.

Representative Ruth moved that the minutes of March 4, 2008 be adopted. THE MOTION PREVAILED.
