MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 12:35 P.M. on Tuesday,
March 4, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Rukavina invited Representative Hansen to come forward to present his bill, indicating that a motion would be made when a quorum is present.

HF 769 (Hansen)

Representative Hansen presented HF 769, relating to agriculture; appropriating money for agronomic research on native plants; providing for a technical advisory committee.

A quorum was present.

Discussion and questions followed.

Representative Mahoney moved that HF 769 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill. THE MOTION PREVAILED.

HF 2939 (Hosch)

Representative Bly moved that HF 2939 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Hosch presented HF 2939, relating to higher education; clarifying MnSCU board policy on credit requirements.

J. J. Jouppi, Executive Director, Minnesota State University Student Association, introduced himself and offered assistance in responding to questions.

Representative Bly renewed his motion that HF 2939 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill. THE MOTION PREVAILED.

HF 3599 (Marquart)

Representative Norton moved that HF 3599 be recommended to pass and be re-referred to the Taxes Committee.

Representative Norton moved to amend HF 3599 with the delete everything amendment
A08-1229, attached.

Representative Marquart presented HF 3599, relating to economic development; requiring a standard business subsidy agreement for the JOBZ program.

Mark Lofthus, Director of Business and Community Development, Department of Employment and Economic Development (DEED), introduced himself and provided testimony regarding
HF 3599.

Mark Pederson, Attorney, Department of Revenue, introduced himself and provided testimony regarding HF 3599.

Representative Welti moved that the minutes of February 28, 2008 be adopted. THE MOTION PREVAILED.

Representative Norton renewed her motion to amend HF 3599 with the delete everything amendment A08-1229, attached. THE MOTION PREVAILED. THE AMENDMENT WAS
ADOPTED.

Representative Clark requested that the numbers in the bill be worked on before the next hearing on HF 3599.

Further discussion and questions followed.

Chair Rukavina suggested moving the bill out of Division and working on the bill further prior to its next hearing.

Representative Norton renewed her motion that HF 3599 be recommended to pass and be re-referred to the Taxes Committee. THE MOTION PREVAILED.
