MINUTES


Representative Jean Poppe, Vice Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 12:35 P.M. on Wednesday,
February 27, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chair Poppe invited Representative Norton to come forward to present her bills.

HF 3151 (Norton)

Representative Norton indicated her intention to move that HF 3151 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Norton presented HF 3151, relating to appropriations; appropriating money for a Lifetrack Resources pilot project in Rochester.

Karri Blair, Employment Services Manager, IMAA, introduced herself and provided testimony regarding HF 3151.

Representative Norton moved that HF 3151 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

HF 3150 (Norton)

Representative Norton moved that HF 3150 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Norton presented HF 3150, relating to economic development; providing assistance for small business development; appropriating money.

Mike Ryan, Director, SBDC, University of St. Thomas, introduced himself and provided testimony regarding HF 3150.

HF 3050 (Olin)

Representative Haws moved that HF 3050 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Olin presented HF 3050, relating to economic development; appropriating money for business assistance in greater Minnesota.

Representative Mahoney moved that HF 743 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Mahoney moved that HF 743 be amended with the A08-1082 amendment, attached.

Representative Mullery presented HF 743 as amended, relating to employment; appropriating money for grants to encourage women to enter nontraditional careers.

Amy Brenegan, Director, Office of the Economic Status of Women, introduced herself and provided testimony regarding HF 743.

HF 3299 (Gunther)

Representative Gunther moved that HF 3299 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Gunther presented HF 3299, relating to economic development; implementing certain strategic entrepreneurial economic development initiatives, appropriating money.

Dan McElroy, Commissioner, Minnesota Department of Employment and Economic Development, introduced himself and provided testimony regarding HF 3299.

Chair Rukavina assumed the chair at 1:45 P.M.

Commissioner McElroy assisted Representative Gunther by walking through the language of the bill.
