MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 12:35 P.M. on Thursday, March 8, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Rukavina invited Commissioner Scott Brener, Department of Labor and Industry, to continue his presentation of the Department of Labor and Industry's budget request.

Scott Brener, Commissioner, Department of Labor and Industry, introduced himself and Cindy Farrell, Chief Financial Officer, Department of Labor and Industry. Commissioner Brener continued his presentation, assisted by Ms. Farrell.

Questions and discussion followed.

HF 1032 (Loeffler)

Representative Slocum moved that HF 1032 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Loeffler presented HF 1032, regulating the charging of nonresident undergraduate tuition at Minnesota State Colleges and Universities.

Vice Chair Poppe assumed the chair at 1:10 P.M.

Representative Slocum renewed her motion that HF 1032 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill. THE MOTION PREVAILED.

HF 938 (Hortman)

Representative Hortman moved that HF 938 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance omnibus bill.

Representative Hortman presented HF 938, providing tuition stability at Minnesota State Colleges and Universities; appropriating money.

Rick Howden, Vice Chair, Minnesota State University Student Association, introduced himself and provided testimony in support of HF 938.

Scott Formo, President, Minnesota State Colleges Student Association, introduced himself and provided testimony in support of HF 938.

Russ Stanton, Director of Government Relations, Inter Faculty Organization, introduced himself and provided testimony in support of HF 938.

Bernie Oman, Director of Governmental Relations, Minnesota State Colleges and Universities, introduced himself and help respond to questions from members.

Representative Hortman renewed her motion that HF 938 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill. THE MOTION PREVAILED.

Representative McFarland moved that the minutes of March 7, 2007 be adopted. THE MOTION PREVAILED.

HF 783 (Eastlund)

Representative Eastlund moved that HF 783 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance omnibus bill.

Representative Eastlund presented HF 783, relating to higher education; establishing tuition increase limits on public postsecondary institutions.

Questions and discussion followed.

Peter Zetterberg, Senior Analyst, University of Minnesota, introduced himself and provided testimony on HF 783.

Representative Gunther moved that HF 901 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance omnibus bill.

Representative Gunther presented HF 901, limiting tuition increases at public higher education institutions.

Representative Gunther renewed his motion that HF 901 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill. THE MOTION PREVAILED.

HF 1379 (Paulsen)

Representative Ruth moved that HF 1379 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance omnibus bill.

Representative Paulsen presented HF 1379, establishing a postsecondary study abroad grand program; appropriating money.
