MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 12:35 P.M. on Tuesday, February 20, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Rukavina welcomed Scott LeDoux, Executive Director of the Minnesota Boxing Commission and invited Mr. LeDoux to begin his presentation of the Minnesota Boxing Commission's budget request.

Scott LeDoux, Executive Director of the Minnesota Boxing Commission, provided testimony on the Minnesota Boxing Commission's budget request.

Questions and discussion followed.

Keith Bogut, Executive Budget Officer, Minnesota Department of Finance, introduced himself and provided additional testimony regarding the Minnesota Boxing Commission.

Chair Rukavina invited Harvey Harvala, Chair of the Architecture and Engineering Board and Doreen Frost, Executive Secretary of the Architecture and Engineering Board, to begin their presentation on the Architecture and Engineering Board's budget request.

Chair Rukavina invited Robert Hyde, Chair of the Accountancy Board and Doreen Frost, Executive Secretary of the Accountancy Board, to begin their presentation on the Accountancy Board's budget request.

Chair Rukavina invited Gina Stauss, Executive Secretary, Barber/Cosmetologist Board and Juli Vangsness, Accounting Coordinator, Barber/Cosmetologist Board, to begin their presentation on the Barber/Cosmetologist Board's budget Request.

Gina Stauss, Executive Secretary, Barber/Cosmetologist Board, introduced herself and provided testimony on the Barber/Cosmetologist Board's budget request. Julie Vangsness, Accounting Coordinator, Barber/Cosmetologist Board, provided testimony on the Barber/Cosmetologist Board's budget request.

Questions and discussion followed.

Representative Bly moved that the minutes of February 20, 2007 be adopted. THE MOTION PREVAILED.

HF 797 (Rukavina)

Chair Rukavina asked Judy Borgen, Associate Vice Chancellor, Budget, Minnesota State Colleges and Universities, to present HF 797, a bill relating to higher education, modifying certain provisions for senior citizens' tuition; amending certain reporting requirements; authorizing certain banking services; amending Minnesota Statutes 2006, sections 135A.52, subdivisions 1, 2; 136F.42, subdivision 1; 136F.71, subdivision 2, by adding a subdivision.

Judy Borgen, Associate Vice Chancellor, Budget, Minnesota State Colleges and Universities, introduced herself and walked through the language of HF 797.

Questions and discussion followed.

Chair Rukavina moved that HF 797 pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Chair Rukavina discussed committee plans and procedures briefly with the Division members.

The meeting was adjourned at1:45 P.M.
