MEETING MINUTES


Representative Nora Slawik, Chair, called the eleventh meeting to order at 4:04 p.m. on Tuesday, February 20, 2007 in Room 200 of the State Office Building. Quorum was not present.

Quorum was reached at 4:20 p.m.

HF138 (Simon) Community education revenue program funding increased

Representative Wardlow moved that HF138 be considered for inclusion in the omnibus bill.

People Testifying:

Mary O'Brien, Manager of Youth and Family Services, St. Louis Park Community Education
Testified on benefits of community education, cost effectiveness and need for restored funding.
Jackie Johnston, Director of Community Education, Chaska School District and Legislative Chair of the MN Community Education Association
Testified on funding increases for smaller district/rural community education programs.

Representative Slawik renewed the motion that HF138 be considered for inclusion in the omnibus bill.

Representative Laine moved approval of the minutes for Thursday, February 15, 2007. THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF751 (Hornstein) General Education Development (GED) test fee waiver authorized in cases of homelessness

Representative Fritz moved that HF 751 be considered for inclusion in the omnibus bill.

Testified on the benefits of waiving testing fees for homeless citizens to get their GEDs.
Cathy ten Broeke, Coordinator on Homelessness for Minneapolis and Hennepin County
Testified on the benefits to the community of educating the homeless population.
Carlye Peterson, Minneapolis Public Schools Adult Basic Education
Testified on the benefits of individuals having GED.
Debbie Jans, HAH (Homeless Against Homelessness)
Testified on personal experience of getting her GED and how it helped end her homelessness.

Representative Slawik renewed the motion that HF 751 be considered for inclusion in the omnibus bill.

HF440 (Madore) Adults with disabilities program funding increased, and money appropriated

Representative Murphy, E moved that HF 440 be considered for inclusion in the omnibus bill.

Representative Murphy, E moved the H0440A2 amendment (attached). THE AMENDMENT WAS ADOPTED.

Representative Slawik moved an oral amendment to HF 440 as follows:
Page 1, line 1.17, item 2 delete $30,000 insert $37,500
THE AMENDMENT WAS ADOPTED.

HF555 (Bly) Community education youth service program funding increased

Representative Bly moved that HF555 be considered for inclusion in the omnibus bill.

People testifying:

Hannah Puczko, Director of Community Services, Northfield School District
Testified on need for additional funding for youth service programming.

Representative Slawik renewed the motion that HF 555 be considered for inclusion in the omnibus bill.
