CAPITAL INVESTMENT FINANCE DIVISION COMMITTEE

MINUTES


Representative Alice Hausman, Chair of the Capital Investment Committee, called the meeting to order at 2:15 p.m. on Thursday, March 1, 2007, in the Basement Hearing Room of the State Office Building. The Committee Legislative Assistant noted the roll. A quorum was not present.

H.F. 471 (Morrow) - relating to capital improvements; authorizing the issuance of state bonds; appropriating money to improve ditch systems and waterways in the Lake Titlow watershed.

Rep. Hausman moved that HF 471 be heard and laid over for possible inclusion in the Omnibus Capital Investment Finance bill.

Testifying in support of the bill:

2. Jim Swanson, Sibley East Schools and Chair to the Titlow Committee.
3. Dr. Trent Vorlicek, MSUM Titlow Study.

A quorum was present at 2:30 p.m.

Rep. Hansen moved approval of the minutes from the meeting of February 27, 2007. MOTION PREVAILED - MINUTES WERE ADOPTED

H.F. 875 (Slocum) - relating to capital improvements; appropriating money for emergency building stabilization at Fort Snelling Upper Bluff; authorizing sale and issuance of
state bonds.

Rep. Hansen moved that HF 875 be heard and laid over for possible inclusion in the Omnibus Capital Investment Finance bill.

Testifying in support of the bill:

H.F. 883 (Marquart) - relating to capital improvements; authorizing the issuance of state bonds; appropriating money for a digital elevation model of the Red River basin.

Rep. Lieder moved that HF 883 be heard and laid over for possible inclusion in the Omnibus Capital Investment Finance bill.

Testifying in support of the bill:

3. Ron Harnack, Red River Water Management Board.

H.F. 866 (Urdahl) - relating to capital investment; appropriating money for a grant to the city of Howard Lake for ditch work; authorizing the issuance of general obligation bonds.

Rep. Urdahl moved that HF 866 be heard and laid over for possible inclusion in the Omnibus Capital Investment Finance bill.

Testifying in support of the bill:
1. Representative Dean Urdahl.
2. Barry Glienke, Engineer, Bolton & Menk, Inc.

H.F. 1026 (Hortman) - relating to capital improvements; appropriating money for a bicycle and pedestrian trail in Anoka County; authorizing the sale and issuance of state bonds.

Rep. Carlson moved that HF 1026 be heard and laid over for possible inclusion in the Omnibus Capital Investment Finance bill.

Rep. Carlson moved amendment A07-0157, Delete Everything (attached). MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Carlson moved a title amendment to HF 1026 as follows:
Page 1, line 1.3, delete "Anoka County" and insert "the city of Coon Rapids"
MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Hausman announced that H.F. 858 (Sailer) and H.F. 865 (Urdahl) would be heard at a future meeting.
