CAPITAL INVESTMENT FINANCE DIVISION COMMITTEE

MINUTES


Representative Alice Hausman, Chair of the Capital Investment Committee, called the meeting to order at 2:20 p.m. on Tuesday, February 27, 2007, in the Basement Hearing Room of the State Office Building. The Committee Legislative Assistant noted the roll. A quorum was not present.

H.F. 262 (Greiling) - relating to capital improvements; appropriating money for the Wildlife
Rehabilitation Center of Minnesota; authorizing the sale and issuance of state bonds.

Rep. Scalze moved that HF 262 be heard and laid over for possible inclusion in the Omnibus Capital Investment Finance bill.

Testifying in support of the bill:
1. Representative Mindy Greiling.
2. Phil Jenni, Executive Director, Wildlife Rehabilitation Center.
3. Dr. Karen Shenoy, Wildlife Rehabilitation Center.
4. Representative Bev Scalze.

A quorum was present at 2:30 pm.

H.F. 378 (Johnson, S.) - relating to capital improvements; appropriating money for improvements of the National Great River Park in St. Paul; authorizing the sale and issuance of
state bonds.

Rep. Mahoney moved that HF 378 be heard and laid over for possible inclusion in the Omnibus Capital Investment Finance bill.

Testifying in support of the bill:
1. Representative Sheldon Johnson
2. Bob Bierscheid, Director of parks and recreation, City of St. Paul

Representative Mahoney moved an oral amendment as follows:
Page 1, line 1.8, delete "acquire land for and to predesign, design,"

H.F. 604 (Laine) - relating to capital improvements; appropriating money to redevelop the
Springbrook Nature Center in the city of Fridley; authorizing the sale of state bonds.

Rep. Tingelstad moved that HF 604 be heard and laid over for possible inclusion in the Omnibus Capital Investment Finance bill.

Testifying in support of the bill:
1. Representative Carolyn Laine.
2. Mayor Scott Lund, City of Fridley.
3. Donna Bahls, Vice Chair, Springbrook Nature Center Foundation.
4. Siah St. Clair, Director, Springbrook Nature Center Foundation.

Representative Tingelstad moved the following amendment:
Page 1, line 9, after the period, insert "This appropriation is not available until the commissioner of finance determines that at least $2,500,000 is committed to the project from nonstate sources." Deb Dyson, House Research, talked on the amendment.
MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

H.F. 143 (Peterson, A.) - relating to capital improvements; authorizing the issuance of state bonds; appropriating money for the Minnesota River Trail.

Rep. Juhnke moved that HF 143 be heard and laid over for possible inclusion in the Omnibus Capital Investment Finance bill.

Testifying in support of the bill:
1. Representative Aaron Peterson.
2. Jim Maisee, Appleton resident.

H.F. 335 (Hosch) - relating to capital investments; appropriating money for purchasing park
property; authorizing the sale and issuance of state bonds.

Rep. Juhnke moved that HF 335 be heard and laid over for possible inclusion in the Omnibus Capital Investment Finance bill.
