Representative Carlson, Chair of the Finance Committee, called the meeting to order at
9:10 A.M. on Monday, May 14, 2007, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Sertich presented HF2285, First Committee Engrossment (Sertich) Natural resource
and cultural heritage dedicated funding provided through increased sales tax revenue,
funds established, Natural Heritage Enhancement Council created, and constitutional
amendment proposed.

HF 2285, First Committee Engrossment was temporarily laid over.

Rep. Murphy presented HF1175, First Engrossment (Murphy, M.) Aircraft facilities state financing modified to allow flexibility in obtaining a new lessee for a facility, and other statutory provisions modified.

Peter Sausen, Minnesota Department of Finance, further explained HF1175, First Engrossment.

Rep. Murphy, M., moved approval of the minutes of Friday, May 11, 2007. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Murphy moved that HF1175, First Engrossment, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Sertich moved that HF2285, First Committee Engrossment be recommended to pass and re-referred to the Committee on Taxes.

Rep. Hackbarth moved to amend HF2285, First Committee Engrossment. (See attached
amendment A07-0968).

Rep. Hackbarth requested a roll call on the motion.

Voting Aye: Cornish, Garofalo, Hackbarth, Seifert, Severson

Voting Nay: Carlson, Hausman, Howes, Juhnke, Lieder, Mahoney, Mariani, Murphy, M.,
Paymar, Pelowski, Poppe, Sailer, Sertich, Simon, Solberg, Thissen Wagenius

There were 5 Ayes and 17 Nays. THE MOTION FAILED. THE AMENDMENT WAS NOT
ADOPTED.

Rep. Hackbarth moved to amend HF2285, First Committee Engrossment. (See attached
amendment A07-0971). THE MOTION FAILED. THE AMENDMENT WAS NOT
ADOPTED.

Rep. Cornish moved to amend HF2285, First Committee Engrossment. (See attached
amendment H2285A13).

Rep. Hackbarth requested a roll call on the motion.

Rep. Seifert moved to amend HF2285, First Committee Engrossment. (See attached
amendment A07-0969). THE MOTION FAILED. THE AMENDMENT WAS NOT
ADOPTED.

Rep. Hackbarth moved to amend HF2285, First Committee Engrossment, as follows:

Page 3, line 1, delete "97" and insert "98.5"
Page 3, line 12, delete "97" and insert "98.5"

Kathy Novak, House Research, responded to questions regarding HF2285, First Committee Engrossment.

Rep. Sertich renewed the motion that HF2285, First Committee Engrossment be recommended to pass and re-referred to the Committee on Taxes.

HF2476 (Simpson) Wadena Regional Wellness Center funding provided, bonds issued, and money appropriated.

To the Division on Transportation Finance and Policy.
HF2478 (Pelowski) Port development assistance funding provided, bonds issued, and money appropriated.

As of Friday, May 11, 2007, the following bill is hereby recalled from the Division on Capital Investment after consultation with the division chair.
