Representative Sailer, Vice-Chair of the Finance Committee, called the meeting to order at 1:15 P .M. on Tuesday, April 8, 2008, in Room 200 of the State Office Building.

Rep. Juhnke moved adoption of the Agriculture, Rural Economies and Veterans Affairs Division Report for HF3902, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH3902.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Juhnke presented HF3902, First Committee Engrossment (Juhnke) Agriculture appropriation change.

Rep. Juhnke moved that HF3902, First Committee Engrossment, be recommended to pass and be re-referred to the Committee on Ways and Means.

Rep. Severson incorporated the Solberg amendment into A3902A23.

Rep. Olin presented HF4075, First Committee Engrossment (Olin) Cattle herd requirements within certain areas provided, Board of Animal Health funding provided for the buyout of cattle herds in certain areas, and money appropriated.

Chair Sailer moved to amend HF4075, First Committee Engrossment. (See attached amendment H4075DE2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Juhnke renewed the motion that HF4075, First Committee Engrossment, as amended, be recommended to pass and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Wagenius moved adoption of the Environment and Natural Resources Finance Division Report for HF3280, Second Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH3280.2.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Wagenius moved that HF3280, Second Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Dill presented HF3280, Second Committee Engrossment (Dill) Public land expedited exchanges provided.

Rep. Wagenius moved adoption of the Environment and Natural Resources Finance Division report for HF3032 Second Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH3032.2.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Wagenius moved that HF3032, Second Committee Engrossment, be recommended to pass and re-referred to the Committee on Taxes.

Rep. Dill presented HF3032, Second Committee Engrossment (Dill) Critical habitat private sector matching account and outdoor recreation system modified; state parks, forests, and recreation areas modified; state land sales and conveyances provided; and 30-year leases authorized for wind energy projects.

Rep. Wagenius moved to amend HF3032, Second Committee Engrossment, as follows:

Bob Meier, Commissioner, Minnesota Department of Natural Resources, testified on the proposed amendment.

Rep. Wagenius renewed the motion that HF3032, Second Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF3723. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF3723.0.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.


Rep. Kahn moved that HF3723 be recommended to pass and be placed on the General Register.

Rep. Kahn presented HF3723 (Kahn) Minneapolis Park and Recreation Board authorized to retain proceeds from condemnation of park lands necessary for reconstruction and expansion of marked Interstate Highway 35W at the Mississippi River.

Rep. Kahn moved to amend HF3723, as follows,

Page 1, line 17, after “for" insert “public"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Brian Rice, Attorney, Minneapolis Parks and Recreation Board, testified on HF3723, as amended.

SF3450 (Prettner Solon) Veterans cemeteries provisions modifications

To the Division on Education Finance and Economic Competitiveness.
HF4178 (Greiling) School finance system modified, and new education funding framework created.

To the Division on Transportation Finance and Policy.
SF3502 (Skoe) Implement of husbandry provisions modifications
SF2408 (Dibble) Minneapolis; Interstate Highway 394 engine brakes use restriction authorized.
