Representative Carlson, Chair of the Finance Committee, called the meeting to order at
11:09 A.M. on Friday, May 16, 2008, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Murphy, M. moved approval of the minutes of Thursday, May 15, 2008. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Wagenius moved adoption of the Environment and Natural Resources Finance Division Report for HF2745 First Committee Engrossment. (See attached language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH2745.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Wagenius moved that SF2492, Second Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Wagenius moved to delete the senate language and insert the language from HF2745, First Committee Engrossment. THE MOTION PREVAILED.

Rep. Wagenius presented SF2492, Second Engrossment (Wagenius) Environment and natural resources funding provided, trust fund repayments provided, and money appropriated.

Rep. Wagenius moved to amend SF2492, Second Engrossment. (See attached amendment H2745A3).

Susan Thornton, Director, Legislative-Citizen Commission on Minnesota Resources (LCCMR) explained the proposed amendment H2745A3.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Wagenius moved to amend SF2492, Second Engrossment, as amended (See attached amendment H2745A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Susan Thornton responded to questions regarding SF2492, Second Engrossment, as amended.


Bill Marx, Chief Fiscal Analyst, responded to questions regarding SF2492, Second Engrossment, as amended.

Rep. Juhnke moved to amend SF2492, Second Engrossment, as amended. (See attached amendment H2745A4). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Rukavina moved to amend SF2492, Second Engrossment, as amended. (See attached amendment H2745A7).

Rep. Hansen responded to questions regarding the proposed amendment H2745A7.

Rep. Rukavina withdrew amendment H2745A7.

Rep. Clark moved to amend SF2492, Second Engrossment (See attached amendment A08-1733).

Rep. Clark withdrew amendment A08-1733.

Susan Thornton responded to questions regarding SF2492, Second Engrossment, as amended.

Rep. Rukavina moved to amend SF2492, Second Engrossment, as amended. (See attached amendment H2745A7).

Kathy Novak, House Research, explained the proposed amendment to Amendment H2745A7, as follows:

Page 1, delete lines 3 and 4
Page 11, line 34, delete "$250,000" and insert "$100,000"
Page 1, line 7, delete "$100,000" and insert "$250,000"
Page 1, line 21, delete everything after the period
Page 1, delete lines 22-27

Susan Thornton responded to questions regarding the proposed amendment.

Rep. Rukavina withdrew the proposed amendment.

Rep. Juhnke moved to amend SF2492, Second Engrossment, as amended. (See attached Amendment H2745A4), with the technical amendment, as follows:

Page 1, delete line 3
Page 19, line 23, delete "155,000" and insert “105,000"
Page 19, line 24, delete “$155,000" and insert “$105,000"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Wagenius renewed the motion that SF2492, Second Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

The meeting was adjourned at 12:23 P.M.
